Abstract

ABSTRACT Problem Statement/Background (GAP): Alcoholic beverages commonly referred to as spirits or spices can be understood as alcoholic drinks that have a certain level of ethanol/ethyl alcohol. In Indonesia, alcoholic beverages themselves have become commonplace and commonly consumed by people, but they must remain in a reasonable amount. The Municipality of Bandung has regulated the Regional Regulations relating to the circulation of alcoholic beverages which are the basis in carrying out the surveillance on alcoholic drinks namely in the Municipal Regulations of Bandung No. 11 of 2010 on the Prohibition, Monitoring and Control of Alcoholic Beverages. Purpose: The study aims to identify and analyze the regulation of alcoholic beverages by the Pamong Praja Police Unit in Bandung City, the impeding factors, as well as the supporting efforts made to overcome the barriers in regulating alcoholic drink circulation by the Police Unit of Pamong praja in Bandung. Method: The research method used is qualitative descriptive with an inductive approach. Primary and secondary data become sources of analysis, collected through interviews, observations, and documentation. Data analysis is carried out through the stages of collection, reduction, presentation, and drawing conclusions. Result: The results of the research show that there are still some factors inhibiting the circulation of alcoholic beverages in the city of Bandung. Among them are local cultural factors and the lack of facilities and supplies available. As for the efforts that Satpol PP can make in overcoming such obstacles, such as the addition of means and supplies; the acquisition of socialization of District Regulations Number 11 Year 2010 Conclusion: The conclusions of this study show that the process of regulating the circulation of alcoholic beverages in Bandung City is still not maximum and some efforts need to be made to improve the quality of regulation so that the implementation of the regulation can run more than possible. Keywords: Controlling, Satpol PP, Alcoholic Drinks ABSTRAK Permasalahan/Latar Belakang(GAP): Minuman beralkohol yang biasa disebut dengan minuman keras atau miras dapat diartikan sebagai minuman beralkohol yang memiliki kadar etanol/etil alkohol tertentu. Di Indonesia minuman keras sendiri sudah menjadi hal yang biasa dan marak dikonsumsi masyarakat, namun hal tersebut harus tetap dalam kadar yang wajar. Kota Bandung telah mengatur Peraturan Daerah terkait peredaran minuman beralkohol yang menjadi dasar dalam melakukan pengawasan terhadap minuman beralkohol yakni dalam Peraturan Daerah Kota Bandung No 11 Tahun 2010 tentang Pelarangan, Pengawasan dan Pengendalian Minuman Beralkohol. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis penertiban minuman beralkohol oleh Satuan Polisi Pamong Praja di Kota Bandung, faktor-faktor yang menghambat, serta upaya- upaya pendukung yang dilakukan untuk mengatasi hambatan dalam penertiban Peredaran minuman beralkohol oleh Satuan Polisi Pamong Praja di Kota Bandung. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif. Data primer dan sekunder menjadi sumber analisis, yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan melalui tahap pengumpulan, reduksi, penyajian, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa masih ditemukan beberapa faktor penghambat Penertiban Peredaran Minuman Beralkohol di Kota Bandung. Diantaranya seperti faktor budaya setempat dan kurangnya sarana dan prasarana yang tersedia. Adapun upaya yang dapat dilakukan oleh Satpol PP dalam mengatasi hambatan tersebut seperti penambahan sarana dan prasarana, pengadaan sosialisasi Peraturan Daerah Nomor 11 Tahun 2010. Kesimpulan: Kesimpulan dari penelitian ini menunjukan bahwa proses penertiban Peredaran minuman beralkohol di Kota Bandung masih belum maksimal dan perlu dilakukan beberapa upaya untuk meningkatkan kualitas penertiban agar pelaksanaan penertiban dapat berjalan lebih maksimal.
