Abstract
ABSTRAK Peraturan Pemerintah Nomor 13 tahun 2019 mewajibkan kepala daerah menyerahkan laporan penyelenggaraan pemerintahan daerah yang mencakup capaian kinerja pemerintah daerah serta tugas pembantuan selama satu tahun anggaran. Namun ditemukan di beberapa daerah penyusunan laporan hanya sekedar memenuhi tuntutan formalitas. Sehingga dilakukan Penelitian yang bertujuan untuk mengetahui implementasi penyusunan laporan penyelenggaraan pemerintahan daerah di Kabupaten Ponorogo. Penelitian ini menggunakan teori implementasi George Edwards III untuk mengetahui bagaimana implementasi, hambatan serta upaya dalam mengatasi hambatan dalam penyusunan laporan. Metode penelitian yang digunakan peneliti metode kualitatif deskriptif. Metode penelitian mengungkap bagaimana Sekretariat Daerah Bagian Tata Pemerintahan dan Kerjasama serta perangkat daerah dalam penyusunan laporan. Pengumpulan data penelitian dilakukan menggunakan analisis dokumentasi, wawamcara dan observasi. Data yang telah dikumpulkan kemudian akan diringkas untuk dapat disajikan baik berupa gambar, grafik maupun narasi, sehingga dapat ditarik sebuah kesimpulan penelitian. Berdasarkan hasil penelitian, peneliti dapat mengungkapkan bahwa penyusunan laporan penyelenggaraan pemerintahan daerah telah dilaksanakan dengan baik oleh bagian tata pemerintahan dan kerjasama. Namun, masih terdapat hambatan yang menghambat penyusunan laporan yang berasal dari perangkat daerah, seperti terlambatnya dan ketidaksesuaian data yang diserahkan ke Bagian Tata Pemerintahan dan Kerjasama Kabupaten Ponorogo. Upaya yang dilakukan Bagian Tata Pemerintahan dan Kerjasama untuk mengatasi hambatan tersebut seperti pemberian teguran langsung maupun tertulis agar perangkat daerah dapat menyerahkan data sesuai dengan waktu yang telah ditentukan. Informasi terkait penyusunan laporan telah disampaikan melalui media sosial, rapat koordinasi dan desk-tatap muka sehingga diharapkan perangkat daerah dapat memahami secara jelas arahan tersebut. However, it is found that in several areas the preparation of reports merely fulfills formality requirements. So research was carried out which aimed to determine the implementation of preparing reports on regional government administration in Ponorogo Regency. This research uses George Edwards III's implementation theory to find out how it is implemented, obstacles and efforts to overcome obstacles in preparing reports. The research method used by researchers is descriptive qualitative method. The research method reveals how the Regional Secretariat for Governance and Cooperation and regional apparatus prepare reports. Research data was collected using documentation analysis, interviews and observation. The data that has been collected will then be summarized so that it can be presented in the form of pictures, graphs or narratives, so that a research conclusion can be drawn. Based on the research results, researchers can reveal that the preparation of regional government administration reports has been carried out well by the governance and cooperation department. However, there are still obstacles that hinder the preparation of reports originating from regional officials, such as delays and discrepancies in data submitted to the Governance and Cooperation Section of Ponorogo Regency. Efforts made by the Governance and Cooperation Section to overcome these obstacles include giving direct or written warnings so that regional officials can submit data according to the specified time. Information related to the preparation of reports has been conveyed through social media, coordination meetings and face-to-face meetings so that it is hoped that regional officials can clearly understand these directions.
