Abstract
ABSTRACT Background (GAP) : ASN performance is a benchmark for the success of implementing public service activities in accordance with procedural operational standards. The government's strategy to improve the quality of public services is carried out through assessing employee performance on the implementation of the ASN BerAKHLAK Core Value. Objective : This research aims to evaluate public service activities through the application of the ASN BerAKHLAK Core Value at the Personnel and Human Resources Development Agency of Lhokseumawe City using Edward Suchman's Evaluation theory. The Evaluation Theory includes five dimensions, namely Effort, Quantity and Quality of Activities that occur, Performance, Adequacy of Performance, Efficiency, and Process. Method : The research method used is a descriptive qualitative method with an inductive approach. Data collection techniques were carried out through in-depth interviews, observation and documentation. Meanwhile, data analysis techniques include data collection, data reduction, data presentation and drawing conclusions. Results/Finding : Based on the results of observations made by researchers during research activities, there are several obstacles that exist, including a lack of understanding among employees regarding the implementation of the basic values of ASN BerAKHLAK, a lack of good communication between employees, and a lack of availability of existing facilities to support public service activities. and what is the process of implementing the ASN Core Values with AKHLAK in the Lhokseumawe City Personnel and Human Resources Development Agency. Conclusion : Therefore, encouragement and breakthrough efforts are needed from the agency to overcome existing obstacles, such as carrying out structural training and education related to the main duties and functions of each employee and how important it is to understand the basic values of AKHLAK ASN in order to achieve the expected results, namely good public service and optimal. Keywords : Evaluation, ASN Core Value is Moral, Public Service ABSTRAK Latar Belakang (GAP) : Kinerja ASN menjadi tolak ukur keberhasilan penyelenggaraan kegiatan pelayanan publik sesuai standar operasional prosedural. Strategi pemerintah dalam meningkatkan kualitas pelayanan publik dilakukan melalui penilaian kinerja pegawai pada penerapan Core Value ASN BerAKHLAK. Tujuan : Penelitian ini bertujuan untuk mengevaluasi kegiatan pelayanan publik melalui penerapan Core Value ASN BerAKHLAK pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Lhokseumawe dengan menggunakan teori Evaluasi Edward Suchman. Teori Evaluasi tersebut meliputi lima dimensi yaitu Upaya Kuantitas dan Kualitas Aktivitas yang terjadi, Kinerja, Kecukupan Kinerja, Efisiensi, dan Proses. Metode : Metode penelitian yang digunakan adalah metode kualitatif yang bersifat deskriptif dengan pendekatan induktif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan dokumentasi. Sedangkan teknik analisis data yaitu dengan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan : Berdasarkan hasil pengamatan yang dilakukan oleh peneliti selama kegiatan penelitian terdapat beberapa hambatan yang ada yaitu diantaranya masih kurangnya pemahaman para pegawai terkait penerapan nilai-nilai dasar ASN BerAKHLAK, masih kurangnya komunikasi yang baik antar pegawai, dan kurangnya ketersediaan fasilitas yang ada dalam mendukung kegiatan pelayanan publik maupun bagaimana proses penerapan Core Value ASN BerAKHLAK di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Lhokseumawe. Kesimpulan : Oleh karena itu diperlukan upaya dorongan maupun trobosan dari pihak Instansi untuk mengatasi hambatan-hambatan yang ada seperti melakukan pelatihan dan pendidikan struktural terkait tupoksi dari setiap pegawai dan bagaimana pentingnya memahami nilai-nilai dasar ASN BerAKHLAK demi mencapai hasil yang diharapkan yaitu pelayanan publik yang baik dan optimal.
