Abstract

Problem Statement: The regulation release of Peraturan Wali Kota Banjarmasin Number 93 of 2021 regarding Talent Management for Civil Servan in the Government of Banjarmasin is a step taken by the BKD Diklat Kota Banjarmasin to increased their merit grade by implementing talent management. However, there is a data inconsistency in the BKD Work Plan for 2023 about the 100% achievement of assigning the city servant according to the competencies, which contradicts the problems found stating that the assignment of bureaucratic officials according to competencies was low. Purpose: This research aims to determine and describe the implementation of talent management at BKD Diklat Kota Banjarmasin. The author used George Terry's theory, which explains management as a work process consisting of several stages: planning, organizing, actuating, and controlling; as the basis for implementation, along with the Peraturan Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Number 3 of 2020 as a legal basis. Method: This research used a descriptive qualitative approach. Data collecting in this study utilizes interview, observation, and documentation methods. Data analysis techniques included data reduction, data presentation, verification, and drawing conclusions. The data was then tested using data triangulation. Result: The research result concluded that talent management implementation in the Regional Civil Service Agency, Education and Training of Banjarmasin has not been fully run, although because of the employee assessment process made the talent acquisition stage run indirectly. However, talent development, talent retention, talent placement, monitoring and evaluation have not been implemented. Conclusion: to stimulate the implementation of talent management,BKD Diklat of Banjarmasin City needs to make a standard of technique competency assessment immediately. This technique competency is the one that become main assessment where the employee deserves to be placed in the talent management box. Keywords: management, talent
