Abstract
ABSTRACT Problem Statement/Background (GAP): Indonesia, as one of the countries with the fourth most populous population in the world, faces various social and economic problems that affect the development process. One impact is an increase in the number of street children, which generally causes significant social problems. Even though there are coaching efforts from the Social Service, the challenges in overcoming this problem in Labuhan Batu Regency remain large. Purpose: The aim of this research is to examine and find out how efforts are made, find out the inhibiting factors, and overcome the inhibiting factors of the Labuhan Batu Regency Social Service in providing guidance to street children. Method: This research employs a qualitative approach with an inductive method. The data collection techniques include interviews, observations, and documentation. Result: The results of this research indicate that the implementation of coaching activities carried out by the Labuhanbatu Regency Social Service has not been running and is being carried out well and optimally. Limited budget and a very minimal number of social workers are the main factors. Conclusion: The author concludes that the Social Service carries out direct data collection and collaborates with Satpol PP to monitor street children as a preventive measure. In the preservation dimension, they collaborate with orphanage foundations for the mental and physical rehabilitation of street children. Curative efforts involve training such as sewing and computer courses. For the adaptation dimension, the Social Service and Satpol-PP carry out raid patrols to maintain public order. The author identifies several factors inhibiting the empowerment of street children, such as limited human resources, budget allocation, coordination, as well as economics and parental participation. To overcome these obstacles, the Social Service is improving the quality of human resources, optimizing the budget, strengthening coordination, and providing outreach to parents. The author suggests that the Labuhanbatu Regency Government evaluate and increase the budget, encourage department heads to be more active, and socialize the importance of protecting the rights of street children. Keywords: Development, Efforts, Street Children, Social Services ABSTRAK Permasalahan/Latar Belakang (GAP): Negara Indonesia, sebagai salah satu negara dengan jumlah penduduk terpadat keempat di dunia, menghadapi berbagai masalah sosial dan ekonomi yang mempengaruhi proses pembangunan. Salah satu dampaknya adalah peningkatan jumlah anak jalanan, yang umumnya menimbulkan masalah sosial yang signifikan. Meskipun terdapat upaya-upaya pembinaan dari Dinas Sosial, tantangan dalam mengatasi masalah ini di Kabupaten Labuhan Batu tetap besar. Tujuan: Tujuan dari penelitian ini untuk mengkaji serta mengetahui bagaimana upaya, mengetahui faktor penghambat, dan mengatasi faktor penghambat Dinas Sosial Kabupaten Labuhan Batu dalam memberikan pembinaan kepada anak jalanan. Metode: Penelitian ini menggunakan penelitian kualitatif dengan pendekatan induktif. Teknik yang digunakan dalam mengumpulkan data yaitu dengan wawancara, observasi, kemudian dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pelaksanaan kegiatan pembinaan yang dilakukan oleh Dinas Sosial Kabupaten Labuhanbatu belum berjalan dan terselenggara dengan baik dan maksimal. Ketebatasan anggaran dan jumlah pekerja sosial yang sangat minim adalah faktor utamanya. Kesimpulan: Penulis menyimpulkan bahwa Dinas Sosial melakukan pendataan langsung dan bekerja sama dengan Satpol PP untuk pemantauan anak jalanan sebagai upaya preventif. Dalam dimensi preservatif, mereka bekerja sama dengan yayasan panti asuhan untuk rehabilitasi mental dan fisik anak jalanan. Upaya kuratif melibatkan pelatihan seperti kursus menjahit dan komputer. Untuk dimensi adaptasi, Dinas Sosial dan Satpol-PP melaksanakan patroli razia untuk menjaga ketertiban umum. Penulis mengidentifikasi beberapa faktor penghambat pemberdayaan anak jalanan, seperti terbatasnya sumber daya manusia, alokasi anggaran, koordinasi, serta ekonomi dan partisipasi orang tua. Untuk mengatasi hambatan tersebut, Dinas Sosial meningkatkan kualitas sumber daya manusia, optimalisasi anggaran, penguatan koordinasi, serta sosialisasi kepada orang tua. Penulis menyarankan Pemerintah Kabupaten Labuhanbatu untuk mengevaluasi dan meningkatkan anggaran, mendorong kepala dinas lebih aktif, serta mensosialisasikan pentingnya melindungi hak-hak anak jalanan.
