Abstract
Problem Statement/Background: This research focuses on the effectiveness of implementing the Regional Development Information System (SIPD) in the development planning process at the Regional Development Planning, Research, and Development Agency of Pasangkayu Regency. Purpose: This research aims to understand how SIPD is implemented in the development planning process at Bappeda Litbang Pasangkayu Regency, identify the determining factors for SIPD implementation, and the efforts made to overcome the inhibiting factors in the SIPD implementation at Bappeda Litbang Pasangkayu Regency. Method: This research was conducted using qualitative methods and an inductive descriptive approach according to Sugiyono (2015). Data collection techniques included interviews with 8 informants, observation, and documentation. Results/Findings: The research indicates that the use of SIPD in the preparation of Regional Development Planning has been effective and efficient, as it greatly assists the Regional Government in preparing development planning documents. However, there are still obstacles in its implementation, such as the quality and quantity of human resources managing SIPD, occasional system issues, and frequently unstable telecommunications networks. Efforts made include continuous guidance and training for employees on operating SIPD, optimizing the network, and actively and quickly coordinating with the Ministry of Home Affairs when problems arise in this system. The suggestions given are to increase the time for guidance and training related to SIPD operation, enhance network capacity, and actively evaluate SIPD implementation in Development Planning. Conclusion: Based on the research results, it can be concluded that the preparation of regional development planning through SIPD in Pasangkayu Regency has been running well and can be considered effective and efficient.
