Abstract

ABSTRACT Problem/Background (GAP): The main problems include a lack of understanding of the role and function of the District Head and a lack of coordination and communication. Objective: To analyze the implementation of good governance by the Head of Kubu District, Tolikara Regency, Mountainous Papua Province. Method: With qualitative research methods, triangulation techniques are used in data collection, so regarding the validity of the data, cross-checking will be carried out using the same source but with different methods. Results/Findings: The results of the study show that the Kubu District Head has a high commitment to community development and welfare, but challenges still exist in the aspects of transparency and legal certainty. Conclusion: The aspect of transparency is also a focus in improving the government system in Kubu District. While there is still room for improvement, steps have been taken to improve Keywords: Keywords: District Head, Government Administration, Transparency ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan utama meliputi kurangnya pemahaman peran dan fungsi Kepala Distrik serta minimnya koordinasi dan komunikasi. Tujuan: Menganalisis penyelenggaraan pemerintahan yang baik oleh Kepala Distrik Kubu Kabupaten Tolikara Provinsi Papua Pegunungan. Metode: Dengan metode penelitian kualitatif, digunakan triangulasi teknik dalam pengumpulan data, maka terkait keabsahan data akan dilakukan cara ricek cross cek dengan sumber yang sama namun metode yang berbeda. Hasil/Temuan: Hasil penelitian menunjukkan Kepala Distrik Kubu memiliki komitmen tinggi terhadap pembangunan dan kesejahteraan masyarakat, namun tantangan masih ada dalam aspek transparansi dan kepastian hukum. Kesimpulan: Aspek transparansi juga menjadi fokus dalam perbaikan sistem pemerintahan di Distrik Kubu.
