Abstract

ABSTRACT Problem Statement/Background (GAP): This research was motivated by the large number of illegal billboards in the city of Bandung which disturbed the city's aesthetics. Business actors take advantage of many advertisements without licensing the advertisements. Purpose: The purpose of this research is to describe and analyze how the Civil Service Police Unit supervises the implementation of advertising in Bandung City, describe and analyze the factors that hinder and support it, and describe and analyze efforts to overcome the obstacles. Method: The research method used by researchers is a qualitative descriptive approach. The data collection techniques used were interviews, documentation and observation. The theory used by researchers is supervision theory according to Robbins and Coulters. Result: Research findings on the regulation of campaign materials by the municipal police in Bandung City, West Java Province, indicate that while the regulation has been carried out quite well, there are still issues related to facilities and infrastructure which were insufficient due to the large number of campaign materials. Additionally, coordination and communication were not optimal due to the inactivity of Bawaslu, and budget constraints were experienced because the campaign period coincided with the beginning of 2024. Conclusion: Based on the results of research and analysis carried out by researchers, supervision of Civil Service Police Units in the Implementation of Advertisements in the City of Bandung has not been effective. The inhibiting factors are the lack of quality and quantity of Bandung City Satpol PP personnel, limited budget availability, lack of awareness of advertising organizers and the public regarding applicable regulations. Supporting factors that enable supervision to be carried out are, applicable regional regulations, the establishment of good communication and coordination within the internal and external environment of the Bandung City Civil Service Police Unit. Suggestions for the research results include forming a task force team from other fields, increasing the budget for facilities and infrastructure, as well as carrying out accurate data collection and reporting and creating an online system for related agencies so that every advertisement in the city of Bandung can be monitored easily. Keywords: Supervision, Civil Service Police Unit, Advertising ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi oleh banyaknya reklame-reklame liar di Kota Bandung yang membuat estetika kota terganggu. Banyaknya reklame yang dimanfaatkan pelaku usaha dengan tidak melakukan perizinan penyelenggaraan reklame. Tujuan: Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis bagaimana Pengawasan Satuan Polisi Pamong Praja dalam Penyelenggaraan Reklame di Kota Bandung, mendeskripsikan dan menganalisis faktor-faktor yang menjadi penghambat dan pendukungnya, serta mendeskripsikan dan menganalisis upaya-upaya yang untuk mengatasi hambatannya. Metode: Metode penelitian yang digunakan oleh peneliti adalah pendekatan deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, dokumentasi dan observasi. Teori yang digunakan oleh peneliti adalah teori pengawasan menurut Robbins and Coulters. Hasil/Temuan: Berdasarkan hasil penelitian dan analisis yang telah dilakukan oleh peneliti, Pengawasan Satuan Polisi Pamong Praja Dalam Penyelenggaraan Reklame di Kota Bandung belum berjalan efektif. Adapun yang menjadi faktor penghambat yaitu kurangnya kualitas dan kuantitas personil Satpol PP Kota Bandung, terbatasnya ketersediaan anggaran, kurangnya kesadaran penyelenggara reklame dan masyarakat terhadap peraturan yang berlaku. Faktor pendukung yang membuat pengawasan terlaksanakan yaitu, Peraturan daerah yang berlaku, terjalinnya komunikasi dan koordinasi yang baik di lingkungan internal maupun eksternal Satuan Polisi Pamong Praja Kota Bandung. Saran terhadap hasil penelitian yaitu membentuk tim satuan tugas dari bidang lainnya, peningkatan anggaran sarana dan prasarana, serta dilakukan pendataan dan pelaporan yang akurat dan dibuat sistem untuk dinas-dinas terkait secara online agar setiap reklame yang ada di Kota Bandung dapat diawasi dengan mudah.
