Abstract

ABSTRACT Problem Statement/Background (GAP) : This study identifies the gap between the principles of decentralization and regional autonomy mandated by legislation and the actual implementation of village fund management in Bekasi Regency. Specifically, it was found that the aspects of transparency, accountability, and community participation are still not optimal in supporting the effectiveness and efficiency of village fund utilization. Purpose : The purpose of this study is to analyze and describe the performance of village governments in managing village income in Babelan District, the inhibiting factors of village governments in managing village income in Babelan District, and the efforts of village governments to overcome these obstacles. Method : This research uses a descriptive qualitative research method, with data collection techniques including interviews and document studies. Result : The results of this study show that village governments manage quite well, although there are still obstacles in its implementation, such as low human resources, lack of understanding among village officials regarding their main tasks and functions in managing village income, and insufficient training for village income managers. Conclusion : Based on the analysis, the performance of village governments in Babelan District meets the indicators of productivity, responsiveness, service quality, responsibility, and accountability, but there are still challenges in prioritizing poverty and unemployment issues, aligning services with community needs, transparency of information, limited human resources, and adequate infrastructure and technology access. ABSTRAK Permasalahan/Latar Belakang (GAP) : Penelitian ini mengidentifikasi kesenjangan antara prinsip-prinsip desentralisasi dan otonomi daerah yang diamanatkan oleh peraturan perundang�undangan dengan realitas implementasi pengelolaan dana desa di Kabupaten Bekasi. Khususnya, ditemukan bahwa aspek transparansi, akuntabilitas, dan partisipasi masyarakat masih belum optimal dalam mendukung efektivitas dan efisiensi penggunaan dana desa. Tujuan : Penelitian ini dilakukan dengan tujuan untuk menganalisis dan mendeskripsikan kinerja Pemerintahan Desa Dalam mengelola pendapatan desa di Kecamatan Babelan, faktor penghambat pemerintah desa dalam mengelola pendapatan desa di Kecamatan Babelan serta upaya pemerintah desa dalam mengatasi hambatan tersebut. Metode : Penelitian ini menggunakan metode penelitian deskriptif kualitatif, teknik pengumpulan data dengan wawancara, dan studi dokumentasi. Hasil/Temuan : Adapun hasil dari penelitian ini adalah bagaimana pemerintah desa Dalam mengelola dengan cukup baik walaupun dalam penerapannya masih adanya hambatan dalam pelaksanaannya, yaitu karena rendahnya sumber daya manusia, kurangnya pemahaman aparatur desa mengenai tugas pokok dan fungsinya dalam mengelola pendapatan desa serta kurangnya pelatihan bagi pengelola pendapatan desa. Kesimpulan : Berdasarkan hasil analisis, kinerja pemerintah desa di Kecamatan Babelan menunjukkan pemenuhan indikator produktivitas, responsivitas, kualitas layanan, responsibilitas, dan akuntabilitas, namun masih terdapat kendala dalam prioritas penanganan kemiskinan dan pengangguran, keselarasan pelayanan dengan kebutuhan masyarakat, transparansi informasi, keterbatasan sumber daya manusia, serta infrastruktur dan akses teknologi yang memadai.
