Abstract
ABSTRACT Problem Statement/Background (GAP): Central Sulawesi Province is one of the provinces with the highest number of stunting cases. According to preliminary observations, the South Palu district is the region with the lowest reach among all the districts in the City of Palu. One of the efforts made by the government in addressing the stunting problem in Palu City is the introduction of the First 1000 Days of Life program. In running the 1000 First Days of Life (HPK) program in Palu City, the participation of the public is required so that the desired outcome is that the prevalence of this stunting number decreases every year. The lack of public involvement in attending posyandu, especially by young parents, has resulted in them missing a number of health tests that can detect stunts in children. Purpose: This research aims to describe and analyze the four main focal points that are the factors of this research to be carried out: supportive factors, inhibitors, ways to address inhibitory factors, as well as government efforts in the participation of the public to prevent stunting through the optimization of the first 1000 days of life program. Method: his research is qualitative research with methods of interview and direct observation. Results: Public participation in stunting prevention through the first 1000 days of life program in the South Palu district of the hammer city has been declining. The success of the government program is supported by the participation of the public, the supporting factor of the Government's actions that cooperate with various parties in socializing the community, the post-disaster inhibitor that the people of Kota Palu are facing, especially for the South Palu district community that reduces activities outside the home as well as the availability of allowances charged to the community because the 1000 HPK program still does not have a special budget Conclusion: Public participation in South Palu district, Central Sulawesi Province is still low in 1000 HPK program Keywords: Public Participation, First 1000 Days of Life Program 2 ABSTRAK Permasalahan (GAP): Provinsi Sulawesi Tengah adalah salah satu provinsi yang memiliki jumlah kasus stunting tertinggi. Berdasarkan observasi awal, Kecamatan Palu Selatan adalah wilayah yang capaiannya paling rendah diantara seluruh kecamatan di Kota Palu. Salah satu upaya yang dilakukan pemerintah dalam mengatasi permasalahan stunting di Kota Palu yaitu dengan adanya program 1000 Hari Pertama Kehidupan. Dalam menjalankan program 1000 Hari Pertama Kehidupan (HPK) di Kota Palu, diperlukann partisipasi masyarakat sehingga outcome yang ingin dihasilkan yaitu prevalensi angka stunting ini menurun setiap tahunnya. Kurangnya keterlibatan masyarakat dalam menghadiri posyandu, terutama oleh orang tua balita, mengakibatkan mereka melewatkan beberapa tes kesehatan yang dapat mendeteksi stunting pada anak. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis 4 (tempat) fokus utama yang menjadi faktor-faktor penelitian ini untuk dilangsungkan yaitu faktor pendukung, penghambat, cara mengatasi faktor penghambat, serta upaya pemerintah dalam partisipasi masyarakat untuk mencegah stunting melalui optimalisasi program 1000 Hari Pertama Kehidupan. Metode: penelitian ini adalah penelitian kualitatif dengan metode wawancara dan observasi langsung. Hasil/Temuan: Partisipasi masyarakat dalam pencegahan stunting melalui program 1000 Hari Pertama Kehidupan khusunya di Kecamatan Palu Selatan kota palu terdapat penurunan. Keberhasilan program pemerintah didukung oleh partisipasi masyarakat, faktor pendukung adanya aksi pemerintah yang bekerja sama dengan berbagai pihak dalam melakukan sosialisasi kepada masyarakat, faktor penghambat setelah pasca bencana yang dihadapi masyarakat Kota Palu Khususnya bagi masyarakat Kecamatan Palu Selatan yang mengurangi aktivias diluar rumah serta adanya iuran yang dibebankan kepada masyarakat karna program 1000 HPK masih belum mempunyai anggaran khusus. Kesimpulan: Partisipasi masyarakat di Kecamatan Palu Selatan, Provinsi Sulawesi Tengahmasih rendah dalam program 1000 HPK. Kata Kunci : Partisipasi Masyarakat, Program 1000 Hari Pertama Kehidupan
