Abstract
ABSTRACT Problem/Background (GAP): Environmental management to achieve the goal of zero waste requires the involvement of all stakeholders, including the government and the community. Purpose: The amount of waste in Kediri City has become a serious issue that needs immediate attention to realize the concept of Smart Environment, where there is no longer accumulated waste through the digital platform of the E-Bank Sampah application. One of the main interests in the digitalization of waste management is to accelerate, simplify, and enhance efficiency through the E-Bank Sampah digital platform. Methods: This study adopts a qualitative approach with a descriptive method to understand phenomena related to the implementation of Smart Environment policies by the Department of Environment, Cleanliness, and Parks in Kediri City, using data collection techniques such as Observation, Interviews, and Documentation. Results: This platform not only facilitates waste distribution but also enables access to current information and waste categorization. Supporting factors for the implementation of Smart Environment policies include clear regulations, synergy among program implementers, and awareness of the importance of digitalization. However, there are still obstacles such as lack of digital understanding, suboptimal facilities, and resistance to change. Compliance of program implementers, human, financial, and natural resources, as well as the power and strategies of stakeholders, are crucial in achieving policy objectives. Conclusion: Efforts by the Kediri City Government to provide education and training for the community to effectively implement Smart Environment policies in Kediri City are commendable. The positive impact of this policy is evident in the increased Smart Environment index of Kediri City and the enhanced skills of government officials in waste management. Keywords: smart environment, digitalization, waste management ABSTRAK Permasalahan/Latar Belakang (GAP): Pengelolaan lingkungan untuk mencapai tujuan bebas limbah sampah membutuhkan keterlibatan seluruh pihak, termasuk pemerintah dan masyarakat. Tujuan: Jumlah sampah di Kota Kediri menjadi masalah serius yang harus segera ditangani guna mewujudkan konsep Smart Environment, di mana tidak ada lagi limbah sampah yang menumpuk melalui platform digital aplikasi E-Bank Sampah. Salah satu kepentingan utama dalam digitalisasi pengelolaan sampah adalah mempercepat, menyederhanakan, dan meningkatkan efisiensi melalui platform digital E-Bank Sampah. Metode: Penelitian ini mengadopsi pendekatan kualitatif dengan metode deskriptif untuk memahami fenomena terkait pelaksanaan kebijakan Smart Environment oleh Dinas Lingkungan Hidup, Kebersihan, dan Pertamanan di 1 Kota Kediri, dengan teknik pengumpulan data melalui Observasi, Wawancara, dan Dokumentasi. Hasil: Platform ini tidak hanya memudahkan penyaluran sampah, tetapi juga memfasilitasi akses informasi terkini dan pengelompokan sampah. Faktor pendukung pelaksanaan kebijakan Smart Environment meliputi regulasi yang jelas, sinergi antar pelaksana program, dan kesadaran akan pentingnya digitalisasi. Namun, masih ada hambatan seperti kurangnya pemahaman digital, fasilitas yang belum optimal, dan resistensi terhadap perubahan. Kepatuhan pelaksana program, sumber daya manusia, finansial, dan alam, serta kekuasaan dan strategi aktor, penting dalam mencapai tujuan kebijakan. Kesimpulan: Upaya yang dilakukan Pemerintah Kota Kediri untuk memberikan edukasi maupun pelatihan bagi masyarakat agar dapat melaksanakan kebijakan Smart Environment dengan baik di Kota Kediri. Dampak positif kebijakan ini terlihat dalam peningkatan indeks Smart Environment Kota Kediri dan peningkatan keterampilan penyelenggara pemerintahan dalam pengelolaan limbah sampah.
