Abstract
ABSTRACT Problem Statement/Background (GAP): Effective information technology governance is very important for organizations in improving organizational performance. Government agencies are no exception, one of which is the East Kolaka Regency Information Technology, Communication and Statistics Service, which is the leading sector in the use of information technology in the East Kolaka Regency Regional Government. Purpose: The aim of this research is to assess the level of information technology governance capability based on organizational performance. Method: This research uses a mix method with a sequential exploratory design, namely qualitative research in the first stage, which is then followed by quantitative research in the second stage which is based on the results of the first stage. Data collection techniques used interviews and questionnaires. Results: The results of research using the Balanced Scorecard show that the organization's performance from a customer perspective has not reached the target. Therefore, this research will refer to organizational goal number 5 in COBIT 2019 regarding customer-oriented services, then mapped to 4 domains that are in accordance with goal number 5. Based on the results of the assessment of information technology governance in 4 domains, namely APO02 (managed strategy) obtained a capability level of level 3 (stabilized process), while the APO03 (managed enterprise architecture), BAI05 (managed organizational change), and DSS06 (managed business process controls) domains obtained a level of capability level 2 (managed process). Based on research that has been carried out, the expected target value for capability level is level 4 (predictable process). Conclusion: The Department of Communication, Informatics, Coding and Statistics of East Kolaka Regency needs to improve information technology governance in the domains of strategic management, enterprise architecture management, organizational change management and management so that organizational performance from a customer perspective can be better. Keywords: Organizational Performance; Information Technology Governance; Balanced Scorecard; COBIT 2019 ABSTRAK Permasalahan/ Latar Belakang (GAP): Tata kelola teknologi informasi yang efektif sangat penting bagi organisasi dalam peningkatan kinerja organisasi. Tidak terkecuali instansi pemerintahan, salah satunya Dinas Komunikasi Informatika Persandian dan Statistik Kabupaten Kolaka Timur yang menjadi leading sector pemanfaatan teknologi informasi di Pemerintah Daerah Kabupaten Kolaka Timur. Tujuan: Tujuan dari penelitian ini adalah untuk menilai tingkat kapabilitas tata kelola teknologi informasi dengan berbasis kinerja organisasi. Metode: Penelitian ini menggunakan mix method dengan desain sequential exploratory, yaitu penelitian kualitatif pada tahap pertama, yang kemudian diikuti oleh penelitian kuantitatif pada tahap kedua yang didasarkan pada hasil-hasil tahap pertama. Teknik pengumpulan data menggunakan wawancara dan kuesioner. Hasil/ Temuan: Hasil penelitian menggunakan Balanced Scorecard menunjukkan bahwa kinerja organisasi pada perspektif pelanggan belum mencapai target. Oleh karena itu, penelitian ini akan mengacu kepada tujuan organisasi nomor 5 pada COBIT 2019 terkait pelayanan yang berorientasi pelanggan, kemudian dipetakan kepada 4 domain yang sesuai dengan tujuan nomor 5. Berdasarkan hasil penilaian tata kelola teknologi informasi pada 4 domain yaitu APO02 (managed strategy) memperoleh tingkat kapabilitas level 3 (estabilished process), sedangkan domain APO03 (managed enterprise architecture), BAI05 (managed organizational change), dan DSS06 (managed business process controls) memperoleh tingkat kapabilitas level 2 (managed process). Berdasarkan penelitian yang telah dilakukan nilai target tingkat kapabilitas yang diharapkan adalah level 4 (predictible process). Kesimpulan: Dinas Komunikasi, Informatika, Persandian dan Statistik Kabupaten Kolaka Timur perlu meningkatkan tata kelola teknologi informasi pada domain manajemen strategi, manajemen enterprise architecture, manajemen perubahan organisasi dan manajemen sehingga kinerja organisasi pada perspektif pelanggan dapat lebih baik.
