Abstract
ABSTRACT Problem Statment/Background (GAP): The research gap lies in the lack of in-depth studies on the influence of human resource competence and the utilization of information technology on the quality of financial reports in the Revenue, Financial Management, and Regional Asset Agency (BPPKAD) of Bangka Regency, especially in the context of analyzing the issues related to HR quality and technology faced by BPPKAD from 2021-2023. Purpose: The purpose of this research is to determine the impact of human resource competence on the quality of local government financial reports, the impact of information technology utilization on the quality of local government financial reports, and the combined impact of human resource competence and information technology utilization on the quality of local government financial reports in Bangka Regency. Methods: The sample selection method in this research uses Simple Random Sampling. The method used in this research is descriptive quantitative. The indicators of Apparatus Resource Competence used in the study are knowledge, skills, and attitudes. Results: The research findings are as follows: a) The influence of Apparatus Resource Competence on the Quality of Local Government Financial Reports with a Correlation Coefficient (r) of 0.013. The determination coefficient (R) is 0.17%, indicating that there is no influence of Apparatus Resource Competence on the Quality of Financial Reports. b) The influence of Information Technology Utilization on the Quality of Local Government Financial Reports with a Correlation Coefficient (r) of 0.413. The determination coefficient (R) is 17.1%, indicating that Information Technology Utilization affects the Quality of Local Government Financial Reports by 17.1%. c) The combined influence of Apparatus Resource Competence and Information Technology Utilization on the Quality of Local Government Financial Reports with a Correlation Coefficient (r) of 0.415. The determination coefficient (R) is 17.2%, indicating that Information Technology Utilization affects the Quality of Local Government Financial Reports by 17.2%. Conclusion: The research results indicate that Apparatus Resource Competence does not significantly affect the Quality of Local Government Financial Reports, with a correlation coefficient (r) of 0.013 and sig test 0.629 > 0.05. Conversely, Information Technology Utilization has a significant effect with a correlation coefficient (r) of 0.413 and sig test 0.00 < 0.05, and a determination coefficient (R) of 17.1%. The combined influence of Apparatus Resource Competence and Information Technology Utilization is also significant, with a correlation coefficient (r) of 0.415 and sig test 0.00 < 0.05, and a determination coefficient (R) of 17.2%. The obtained equation is Ŷ = 61.773 + 0.073X1 + 0.358X2. Keywords: Financial Reports, Apparatus Competence, Information Technology Utilization. 2 ABSTRAK Permasalahan/Latar Belakang (GAP): GAP penelitian ini terletak pada kurangnya kajian mendalam mengenai pengaruh kompetensi sumber daya manusia dan pemanfaatan teknologi informasi terhadap kualitas laporan keuangan di Badan Pendapatan Pengelolaan Keuangan dan Aset Daerah Kabupaten Bangka, terutama dalam konteks analisis masalah kualitas SDM dan teknologi yang dihadapi oleh BPPKAD dari periode 2021-2023. Tujuan: Tujuan dari penelitian yaitu untuk mengetahui pengaruh kompetensi sumber daya manusia terhadap kualitas laporan keuangan pemerintah daerah, pemanfaatan teknologi informasi terhadap kualitas laporan keuangan pemerintah daerah dan kompetensi sumber daya manusia dan pemanfaatan teknologi informasi secara beriringan terhadap kualitas laporan keuangan pemerintah daerah Kabupaten Bangka. Metode: Metode pengambilan sampel dalam penelitian ini menggunakan menggunakan cara yaitu Simple Random Sampling. Metode yang digunakan dalam penelitian adalah metode kuantitatif deskriptif. Indikator Kompetensi Sumber Daya Aparatur yang digunakan pada penelitian adalah pengetahuan, keterampilan, dan sikap. Hasil/Temuan: Hasil penelitian sebagai berikut: a)Pengaruh Kompetensi Sumber Daya Aparaturs terhadap Kualitas Laporan Keuangan Pemerintah Daerah dengan Koefisien Korelasi (r) sebesar 0,013. Koefisien determinasi (R) sebesar 0,17% yang menunjukkan bahwa tidak adapengaruh dari Kompetensi Sumber Daya Aparatur dengan Kualitas Laporan Keuangan. b)Pengaruh Pemanfaatan Teknobogi Informasi terhadap Kualitas Laporan Keuangan Pemerintah Daerah dengan Koefisien Korelasi (r) sebesar 0,413. Koefisien determinasi (R) sebesar 17,1% yang menunjukkan bahwa Pemanfaatan Teknologi Informasi mempengaruhi Kualitas Laporan Keuangan Pemerintah Daerah sebesar 17,1%. c)Pengaruh Kompetensi Sumber Daya Aparatur dan Pemanfaatan Teknologi Informasi secara bersama-sama Kualitas Laporan Keuangan Pemerintah Daerah dengan Koefisien Korelasi (r) sebesar 0,415. Koefisien determinasi (R) sebesar 17,2% yang menunjukkan bahwa Pemanfaatan Teknologi Informasi mempengaruhi Kualitas Laporan Keuangan Pemerintah Daerah sebesar 17,2%. Kesimpulan: Hasil penelitian menunjukkan bahwa Kompetensi Sumber Daya Aparatur tidak berpengaruh signifikan terhadap Kualitas Laporan Keuangan Pemerintah Daerah, dengan koefisien korelasi (r) sebesar 0,013 dan uji sig 0,629 > 0,05. Sebaliknya, Pemanfaatan Teknologi Informasi berpengaruh signifikan dengan koefisien korelasi (r) sebesar 0,413 dan uji sig 0,00 < 0,05, serta koefisien determinasi (R) sebesar 17,1%. Pengaruh gabungan Kompetensi Sumber Daya Aparatur dan Pemanfaatan Teknologi Informasi juga signifikan, dengan koefisien korelasi (r) sebesar 0,415 dan uji sig 0,00 < 0,05, serta koefisien determinasi (R) sebesar 17,2%. Persamaan yang diperoleh adalah Ŷ = 61,773 + 0,073X1 + 0,358X2.
