Abstract
ABSTRACT Problem Statement/Background (GAP): To achieve the expected development achievements, it is necessary to improve the performance of various agencies which can be seen from the performance of their apparatus. Because in carrying out development, there are still various obstacles faced by the Pandeglang Regency PUPR Service. Purpose: This research purpose to find out, analyze and describe the performance of the PUPR Service and efforts to optimize road infrastructure development in Pandeglang Regency. Method: This research employs a qualitative approach with an inductive method. The data collection techniques include interviews, observations, and documentation. Result: The results of the research show that the Responsiveness performance of the apparatus within the PUPR Department of Pandeglang Regency has been running quite well and the Responsiveness performance has been carried out according to correct administrative procedures. As well as the accountability performance of the Pandeglang Regency PUPR Service in providing excellent service to the community has been going well, however there is still a lack of facilities and infrastructure as well as apparatus resources to support improving services within the Pandeglang Regency PUPR Service environment. Conclusion: The research results show that the performance of the Public Works and Spatial Planning Department in Pandeglang Regency is quite good but needs to be improved. Even though the aspects of productivity, service quality, responsiveness, responsibility and accountability are good, there is still a need to focus on improving human resources and infrastructure. Suggestions for improving performance include increasing routine supervision, outreach to the public about the importance of road infrastructure, increasing manpower for field supervision, and improving physical infrastructure and information technology for better services. Keywords: Pandeglang Regency PUPR Service, Performance, Road Infrastructure Development ABSTRAK Permasalahan/Latar Belakang (GAP): Untuk mencapai pencapaian pembangunan yang diharapkan maka perlu adanya peningkatan kinerja dari berbagai instansi yang dapat dilihat dari kinerja aparaturnya. Karena dalam menjalankan pembangunan masih ditemukan adanya berbagai kendala yang dihadapi oleh Dinas PUPR Kabupaten Pandeglang. Tujuan: Penelitian ini bertujuan Untuk mengetahui dan menganalisa serta mendeskripsikan Kinerja Dinas PUPR dan upaya dalam mengoptimalkan pembangunan infrastruktur jalan di Kabupaten Pandeglang. Metode: Penelitian ini menggunakan penelitian kualitatif dengan pendekatan induktif. Teknik yang digunakan dalam mengumpulkan data yaitu dengan wawancara, observasi, kemudian dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa kinerja Responsivitas aparatur di lingkungan Dinas PUPR Kabupaten Pandeglang sudah berjalan cukup baik dan kinerja Responsibilitas sudah terlaksana sesuai prosedur administrasi yang benar. Serta kinerja akuntabilitas Dinas PUPR Kabupaten Pandeglang dalam memberikan pelayanan prima kepada masyarakat sudah berjalan dengan baik, namun masih di temukan kurangnya sarana dan prasarana serta sumber daya aparatur sebagai penunjang dalam meningkatkan pelayanan pada lingkungan Dinas PUPR Kabupaten Pandeglang. Kesimpulan: Hasil penelitian menunjukkan kinerja Dinas Pekerjaan Umum dan Penataan Ruang di Kabupaten Pandeglang cukup baik namun perlu ditingkatkan. Meskipun aspek produktivitas, kualitas pelayanan, responsivitas, responsibilitas, dan akuntabilitas sudah baik, masih perlu fokus pada peningkatan sumber daya manusia dan infrastruktur. Saran untuk meningkatkan kinerja meliputi peningkatan pengawasan rutin, sosialisasi kepada masyarakat tentang pentingnya infrastruktur jalan, penambahan tenaga kerja untuk pengawasan di lapangan, dan peningkatan infrastruktur fisik serta teknologi informasi untuk pelayanan yang lebih baik.
