Abstract
ABSTRAK IMPLEMENTASI KEBIJAKAN RENCANA INDUK PEMBANGUNAN KEPARIWISATAAN KABUPATEN SUBAWA PROVINSI NUSA TENGGARA BARAT Oleh : Nursyahbandi Pembimbing : Isman Hadijaya, S.AP, M.Si Skripsi ini berjudul “Implementasi Kebijakan Rencana Induk Kepariwisataan Kabupaten Sumbawa Provinsi Nusa Tenggara Barat”. Adapun penelitian ini bertujuan untuk mengetahui dan menganalisis Implementasi Kebijakan Rencana Induk Pembangunan Kepariwisataan Kabupaten Sumbawa Provinsi Nusa Tenggara Barat, untuk mengetahui dan menganalisis faktor-faktor pendukung dan penghambat Implementasi Kebijakan Rencana Induk Kepariwisataan Kabupaten Sumbawa Provinsi Nusa Tenggara Barat, untuk mengetahui dan menganalisis upaya mengatasi faktor-faktor penghambat Implementasi Kebijakan Rencana Induk Kepariwisataan Kabupaten Sumbawa Provinsi Nusa Tenggara Barat. Adapun teori yang dipakai sebagai pisau analisis dalam penulisan skripsi ini adalah menggunakan teori implementasi dari Prof. Muchlis Hamdi, MPA, Ph.D tahun 2014 yang menjelaskan bahwa dalam Implementasi Kebijakan dilihat pada 3 (tiga) elemen yaitu produktifitas, linearitas, dan efisiensi. Metode penelitian yang digunakan adalah adalah penelitian kualitatif dengan metode deskriptif dan pendekatan induktif, Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Berdasarkan hasil penelitian dilapangan dapat disimpulkan bahwa Implementasi Kebijakan Rencana Induk Kepariwisataan Kabupaten Sumbawa sudah berjalan baik, namun dalam prosesnya masih harus dijalankan dengan keseriusan dan komitmen dari Pemerintah Daerah Kabupaten Sumbawa. Pemerintah Daerah Kabupaten Sumbawa diharapkan dapat lebih memanfaatkan potensi yang ada agar pariwisata semakin maju sehingga dapat meningkatkan Pembangunan dan pengembangan sektor pariwisata yang nantinya dapat meningkatkan kesejahteraan masyarakat dan ekonomi daerah. The purpose of this research is to find out and analyze the Implementation of the Tourism Development Master Plan Policy of Sumbawa Regency, West Nusa Tenggara Province, to find out and analyze the supporting and inhibiting factors of the Implementation of the Tourism Master Plan Policy of Sumbawa Regency, West Nusa Tenggara Province, to find out and analyze efforts to overcome the inhibiting factors of the Implementation of the Tourism Master Plan Policy Sumbawa Regency Tourism Master Plan Policy West Nusa Tenggara Province. The theory used as an analysis knife in writing this thesis is to use the implementation theory of Prof. Muchlis Hamdi, MPA, Ph.D in 2014 which explains that Policy Implementation is seen in 3 (three) elements, namely productivity, linearity, and efficiency. The research method used is qualitative research with descriptive methods and inductive approaches, the data collection techniques used are interviews, observation, and documentation. Based on the results of field research, it can be concluded that the Implementation of the Sumbawa Regency Tourism Master Plan Policy has been running well, but in the process it still has to be carried out with seriousness and commitment from the Sumbawa Regency Regional Government. The Regional Government of Sumbawa Regency is expected to further utilize the existing potential so that tourism is more advanced so that it can increase the development and development of the tourism sector which in turn can improve the welfare of the community and the regional economy.
