Abstract
ABSTRACT Problem Statement/Background: The conflict that is currently emerging is the lack of awareness of liquor sellers in carrying out their obligation to pay the liquor levy written in regional regulation number 22 of 2011. This has caused many drinks to be sold illegally. This factor is because liquor traders want to get big profits by paying small retribution to the regions. Purpose: This research aims to determine the effectiveness of the civil service police unit in enforcing regional regulation number 22 of 2011 in Biak Numfor district, Biak city sub-district. Result: The results of this research are in enforcing regional regulation number 22 of 2011 in the district of Good Numfor, Biak sub-district, Satpolpp city has been good in carrying out the enforcement of this regional regulation, but there are still many naughty traders who sell liquor that does not comply with the provisions. Conclusion: In resolving this problem, the civil service police unit continues to enforce this regional regulation by confiscating liquor that does not comply with the provisions. Keywords: enforcement of regional regulations, liquor levies, duties and functions of the civil service police unit. ABSTRAK Permasalahan: Konflik yang muncul saat ini adalah kurangnya kesadaran penjual minuman keras dalam melaksanakan kewajiban membayar retribusi miras yang tertulis dalam peraturan daerah nomor 22 tahun 2011 hal ini menyebabkan banyak minuman yang di jual secara ilegal. Faktor ini disebabkan karena pedagang miras ingin mendapatkan keuntugan yang besar dengan membayar retribusi yang kecil kepada daerah. Tujuan: Penelitian ini bertujuan mengetahuai efektivitas satuan polisi pamong praja dalam penegakan peraturan daerah nomor 22 tahun 2011 di kabupaten Biak Numfor kecamatan biak kota. Hasil/Temuan: Hasil penelitian ini dalam penegakan peraturan daerah nomor 22 tahun 2011 di kabupaten baik numfor kecamatan biak kota satpolpp sudah baik dalam menjalankan penegakan perda ini namun masih masih banyak pedagan-pedagang nakal yang mejual minuman keras tidak sesuai ketentuan. Kesimpulan: Dalam meyelesaikan masalah ini satuan polisi pamong praja terus di melakuakn penegakan peraturan daerah ini dengan menyita minuman keras yang tidak sesuai dengan ketentuan. Kata kunci: penegakan perda , retribusi minuman keras, tugas dan fungsi satuan polisi pamong praja.
