Abstract
ABSTRACT Problem/Background (GAP): The author focuses on the problem of government spending on the growth of the human development index (HDI) in Paser Regency, East Kalimantan Province. Objective: This research aims to identify the dominant sectors influencing HDI growth on three variables, namely, economy, education and health in Paser Regency, East Kalimantan Province. Method: This research uses quantitative methods with descriptive and inferential analysis assisted by the SPSS 27.0 application to answer the problem formulation using data collection techniques sourced from data from the Central Bureau of Human Development Index (HDI) Statistics in Paser Regency, East Kalimantan Province and also supported by documentation . Results/Findings: research results show that government spending is represented by the education, health and economic sectors. The multiple linear regression analysis was significant at 12,478 points, indicating a substantial joint influence on the growth of the human development index in Paser Regency. The highest multiple linear regression analysis was 11.13 points, surpassing the health sector at 0.73 points and the economic sector at 0.018 points. Conclusion: the influence of government spending on the growth of the human development index (HDI) in Paser Regency, East Kalimantan Province, government spending in the education sector appears as the most influential factor in driving the growth of the Human Development Index in Paser Regency. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan pengeluaran pemerintah terhadap pertumbuhan indeks pembangunan manusia (IPM) di Kabupaten Paser Provinsi Kalimantan Timur. Tujuan: Penelitian ini bertujuan untuk mengidentifikasi sektor yang dominan mempengaruhi pertumbuhan IPM pada tiga variabel yaitu, ekonomi, pendidikan, dan kesehatan pada Kabupaten Paser Provinsi Kalimantan Timur. Metode: Penelitian ini menggunakan metode kuantitatif dengan analisis deskriptif dan inferensial yang dibantu dengan aplikasi SPSS 27.0 untuk menjawab rumusan masalah dengan teknik pengumpulan data yang bersumber dari data Badan Pusat Statistik Indeks Pembangunan Manusia (IPM) di Kabupaten Paser Provinsi Kalimantan Timur dan juga didukung dengan dokumentasi. Hasil/Temuan: hasil penelitian menunjukkan bahwa pengeluaran pemerintah yang diwakili oleh sektor pendidikan, kesehatan, dan ekonomi. Analisis regresi linier berganda yang signifikan sebesar 12.478 point, menandakan pengaruh bersama yang substansial terhadap pertumbuhan indeks pembangunan manusia di Kabupaten Paser. Analisis regresi linier berganda tertinggi sebesar 11.13 poin, melampaui sektor kesehatan sebesar 0.73 poin dan sektor ekonomi sebesar 0.018 point. Kesimpulan: pengaruh pengeluaran pemerintah terhadap pertumbuhan indeks pembangunan manusia (IPM) di Kabupaten Paser Provinsi Kalimantan Timur, pengeluaran pemerintah di sektor pendidikan muncul sebagai factor yang paling berpengaruh dalam mendorong pertumbuhan Indeks Pembangunan Manusia di Kabupaten Paser.
