Abstract
Problem Statement/ Background (GAP): Purpose: This research is based on the quality of personnel administration services at the Personnel and Human Resources Development Agency of Sungai TFull City, which includes aspects of accuracy, speed, and completeness of services. However, in its implementation, there are still many aspects that have not been achieved. Purpose: The researcher intends to find out how the quality of administrative services at the Personnel and Human Resources Development Agency (BKPSDM), obstacles, supporters and efforts in dealing with inhibiting factors. Methods: This study uses descriptive qualitative methods and analysis according to Kotler's theory. Data collection techniques are carried out by interviews, observations, and documentation. Results/Findings: The results of the study show that the quality of personnel administration services at the Personnel and Human Resources Development Agency (BKPSDM) of Sungai TFull City has not been running well but there have been improvements, this is reviewed from Kotler's theory. In terms of tangibles, the number of employees serving is still lacking. Then from the reliability of BKPSDM, it has not used a digital system. From the responsiveness of the Sungai TFull city BKPSDM has not provided a suggestion box in its office or on the website. From the assurance website of BKPSDM has not been used properly. In addition, in its implementation there are supporters such as sufficient facilities and infrastructure, strategic office locations, and disciplined BKPSDM employees. Then there are also obstacles such as the lack of facilities and infrastructure as well as the number of officers, there are still employees who do not understand their duties and websites that have not been properly addressed. Conclusion: To improve the quality of personnel administration services, the Sungai TFull City BKPSDM needs to optimize online service applications and revive inactive websites, it is necessary to recruit an increase in the number of BKPSDM employees, especially those who carry out personnel administration services. Keywords: Quality, Service, Personnel Administration Pemasalahan (GAP): Penelitian ini dilatar belakangi oleh kualitas pelayanan administrasi kepegawaian di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kota Sungai Penuh, yang mencakup aspek ketepatan, kecepatan, dan kelengkapan layanan. Namun dalam pelaksanaannya masih banyak aspek yang belum tercapai. Tujuan: Peneliti bermaksud untuk mengetahui bagaiman kualitas layanan administrasi di Badan Kepegawaian dan Pengembangan Sumber daya manusia (BKPSDM), hambatan, pendukung dan upaya dalam menghadapi faktor penghambat. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dan analisis menurut teori Kotler. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa kualitas layanan administrasi kepegawaian di Badan Kepegawaian dan Pengembangan Sumber daya manusia (BKPSDM) Kota Sungai Penuh belum berjalan baik namun sudah ada perbaikan, hal ini ditinjau dari teori Kotler. Dilihat dari segi tangibles jumlah pegawai yang melayani masih kurang. Kemudian dari reliability BKPSDM belum menggunakan sistem digital. Dari responsivness BKPSDM kota Sungai Penuh belum menyediakan kotak saran di kantornya maupun di website. Dari asurance website dari BKPSDM belum dimanfaatkan dengan baik. Disamping itu dalam pelaksanaannya terdapat pendukung seperti sarana dan prasarana yang cukup, lokasi kantor yang strategis, pegawai BKPSDM yang disiplin. Kemudian terdapat hambatan juga seperti kurangnya sarana dan prasarana serta jumlah petugas, masih terdapat pegawai yang kurang memahami tugasnya dan website yang belum berjalak dengan baik. Kesimpulan: Untuk meningkatkan kualitas pelayanan administrasi kepegawaian sebaiknya BKPSDM Kota Sungai Penuh perlu mengoptimalkan aplikasi pelayanan secara online dan menghidupkan kembali website yang tidak aktif, perlu dilakukan perekrutan penambahan jumlah pegawai BKPSDM khususnya yang melaksanakan pelayanan administrasi kepegawaian.
