Abstract
ABSTRACT Problem Statement/Background (GAP) Stunting in Lamongan Regency in the prevalence of stunting increased in 2021 by 22.5% to 27.5% in 2022. Purpose of this research is to determine and describe how collaborative governance in accelerating stunting reduction in Lamongan Regency, East Java Province through the 1-10-100 program. Methode: This study qualitative method with ata collection techniques in this study were documentation and interviews the data analysis was carried out by utilizing NVivo 12 software which supported the author in coding with various features available. Results: showed that collaborative governance in accelerating stunting reduction in Lamongan Regency through the 1-10-100 program is still not in accordance with the meaning of collaboration. Looking at the initial condition dimension at the level of trust and ability of stakeholders is still going well. While in the dimensions of facilitative leadership, institutional design, and collaboration processes, there are problems, namely the unequal tasks and responsibilities of stakeholders that are only dominant in TP PKK, and unclear rules marked by the absence of SOPs. Conclusion: In several dimensions, phenomena were found, such as in the initial conditions dimension that there were no equal rights and responsibilities in collaboration, in the facilitative leadership dimension where the role of stakeholders was the only indicator, in the institutional design dimension in the proportion through the hierarchy chart that process transparency was more dominant than other indicators, then in the dimension of the collaboration process one stakeholder was too dominant, namely the TP PKK and the rules were incomplete for the 1-10-100 program because it only used the TPPS Decree in Lamongan District number 188/133/KEP/413. 013/2022 and Decree of Foster Parents to Accelerate Stunting Reduction in Lamongan District number 188/324/KEP/413.013/2023 and does not have an SOP for the 1-10-100 program. Keywords: Collaborative Governance, Stunting, Program 1-10-100 ABSTRAK PERMASALAHAN (GAP): Stunting di Kabupaten Lamongan pada prevalensi stunting meningkat pada tahun 2021 sebesar 22,5% menjadi 27,5% pada tahun 2022. Tujuan: untuk mengetahui dan mendeskripsikan bagaimana collaborative governance dalam percepatan penurunan stunting di Kabupaten Lamongan Provinsi Jawa Timur melalui program 1-10-100. Metode: Penelitian ini menggunakan metode metode kualitatif deskriptif dengan teknik pengumpulan data pada penelitian ini dengan dokumentasi dan wawancara. Analisis data dilaksanakan dengan memanfaatkan perangkat lunak NVivo 12. Hasil/Temuan: terdapat adanya permasalahan yaitu didapatkannya tugas dan tanggung jawab para pemangku kepentingan yang tidak setara dan hanya dominan pada TP PKK, serta aturan-aturan yang belum jelas ditandai dengan tidak adanya SOP. Kesimpulan: Pada beberapa dimensi ditemukannya fenomena, seperti pada dimensi kondisi awal bahwa tidak adanya hak dan tanggung jawab yang sama dalam berkolaborasi, pada dimensi kepemimpinan fasilitatif yang dimana peran pemangku kepentingan menjadi satu-satunya indikator, pada dimensi desain kelembagaan dalam proporsinya melalui hierarchy chart bahwa transparansi proses lebih dominan dibanding indikator lainnya, lalu pada dimensi proses kolaborasi satu pemangku kepentingan yang terlalu dominan yaitu TP PKK serta aturan-aturan kurang lengkap untuk program 1-10-100 karena hanya menggunakan SK TPPS di Kabupaten Lamongan nomor 188/133/KEP/413.013/2022 dan SK Orang Tua Asuh Percepatan Penurunan Stunting di Kabupaten Lamongan nomor 188/324/KEP/413.013/2023 serta tidak memiliki SOP program 1-10-100.
