Abstract
ABSTRACT Problem Statement/Background (GAP): Dairi Regency is the largest robusta coffee producer in North Sumatra Province and the fourth largest Arabica coffee producer in North Sumatra Province in 2021. As a regional superior commodity which has been stipulated in Dairi Regency Regional Regulation Number 1 Concerning the Medium Term Development Plan for Dairi Regency for 2019- 2024, there needs to be a role for the Dairi Regency Government in increasing coffee as a superior commodity for Dairi Regency. Purpose: The purpose of this research is to find out the role of the Dairi Regency Government in implementing the coffee plant program as a superior regional commodity in Dairi Regency and to find out the supporting and inhibiting factors in the role of the Dairi Regency Government in the progress of the superior commodity program, namely coffee plants in Dairi Regency. Method: This research employs a qualitative approach with an inductive method. The data collection techniques include interviews, observations, and documentation. Result: The results of this research show that through the vision built by the Dairi Regency Government through the Superior Agri program which has been implemented since 2019 with an increase target every year, things are going according to plan with this increase. However, the implementation of the program that was built had inhibiting factors, one of which was the lack of understanding of coffee farmers before the program from the Dairi Regency Government came into existence. Conclusion: The decision to designate coffee as the main commodity, large-scale distribution of coffee seeds, the launch of the Superior Agri program, and collaboration with various parties to increase farmers' knowledge are significant supporting steps. However, challenges such as poor management of farmer groups, lack of resources, and limited budgets indicate that there are obstacles that need to be overcome to increase the effectiveness of this program. The suggestion to pay more attention to increasing the knowledge of coffee farmers is the key to strengthening the strategic role of coffee as a superior commodity that supports the development and national resilience of Dairi Regency. Keywords: Coffee Plants, Leading Commodities, Roles, Superior Agri Programs ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Dairi merupakan produsen kopi robusta terbesar di Provinsi Sumatera Utara dan produsen kopi arabica terbesar keempat di Provinsi Sumatera Utara pada tahun 2021. Sebagai komoditas unggul daerah yang telah ditetapkan dalam Peraturan Daerah Kabupaten Dairi Nomor 1 Tentang Rencana Pembangunan Jangka Menengah Daerah Kabupaten Dairi Tahun 2019-2024, maka perlu adanya peran Pemerintah Kabupaten Dairi dalam meningkatkan kopi sebagai komoditas unggul Kabupaten Dairi. Tujuan: Tujuan dari penelitian ini adalah mengetahui bagaimana peran Pemerintah Kabupaten Dairi terhadap pelaksanaan program tanaman kopi sebagai komoditas unggulan daerah di Kabupaten Dairi dan mengetahui faktor pendukung dan penghambat peran Pemerintah Kabupaten Dairi terhadap kemajuan program komoditas unggul yaitu tanaman kopi di Kabupaten Dairi. Metode: Penelitian ini menggunakan penelitian kualitatif dengan pendekatan induktif. Teknik yang digunakan dalam mengumpulkan data yaitu dengan wawancara, observasi, kemudian dokumentasi. Hasil/Temuan: melalui visi yang dibangun Pemerintah Kabupaten Dairi melalui program Agri Unggul yang dilaksanakan sejak 2019 dengan target peningkatan di setiap tahunannya berjalan sesuai rencana dengan adanya peningkatan tersebut. Namun dalam pelaksanaan program yang dibangun memiliki faktor penghambat salah satunya yaitu pemahaman petani kopi yang kurang sebelum adanya program dari Pemerintah Kabupaten Dairi. Kesimpulan: Keputusan untuk menetapkan kopi sebagai komoditas utama, distribusi besar-besaran bibit kopi, peluncuran program Agri Unggul, dan kerja sama dengan berbagai pihak untuk meningkatkan pengetahuan petani merupakan langkah-langkah pendukung yang signifikan. Meskipun demikian, tantangan seperti manajemen kelompok petani yang rendah, kurangnya sumber daya, dan keterbatasan anggaran menunjukkan adanya hambatan yang perlu diatasi untuk meningkatkan efektivitas program ini. Saran untuk lebih memperhatikan peningkatan pengetahuan petani kopi menjadi kunci dalam memperkuat peran strategis kopi sebagai komoditas unggulan yang mendukung pembangunan dan ketahanan nasional Kabupaten Dairi.
