Abstract
ABSTRACT Problem/Background (GAP): Supiori Regency is one of the regencies that is classified as having problems in terms of population administration records, especially birth certificate registration. Purpose: The aim of this research is to determine community participation, factors that influence community participation and strategies for increasing community participation in arranging birth certificates at the Population and Civil Registration Service in overcoming low birth certificate ownership. Method: The method used is a qualitative descriptive research method with an inductive approach. The theory used is the CLEAR Model participation with 5 factors of community participation, namely: Can do, Like to, Enable to, Asked to, and Responded to. The analysis technique used is ASOCA analysis (ability, strength, opportunity, culture, agility). Results/Findings: The research results show that 1) community participation in arranging birth certificates in Supiori Regency is still not optimal due to the lack of awareness among the public about the importance of birth certificates, and processing them also requires a very long distance and time and travel costs to process birth certificates are too high. 2) Factors that influence the lack of community participation in arranging birth certificates include: The community is not aware and understands the flow and procedures and requirements for making a birth certificate, there is no written agreement with other agencies such as districts, villages and schools, distance and time to the Population Service and Civil Registration that goes too far. Conclusion: The strategy to increase community participation in arranging birth certificates is to provide routine outreach every year to each district and village regarding the importance of owning a birth certificate as well as distributing brochures and banners containing the flow and procedures for recording birth certificates, as well as improving the Service's program services to the maximum. ABSTRAK Permasalahan/Latar Belakang (GAP): Kabupaten Supiori sebagai salah satu Kabupaten yang tergolong memiliki permasalahan dalam hal pencatatan administrasi kependudukan terkhususnya pencatatan akta kelahiran. Tujuan: Tujuan penelitian ini untuk mengetahui partisipasi masyarakat, faktor-faktor yang mempengaruhi partisipasi masyarakat dan strategi dalam peningkatan partisipasi masyarakat dalam pengurusan akta kelahiran di Dinas Kependudukan dan Pencatatan Sipil dalam mengatasi rendahnya kepemilikan akta kelahiran. Metode: Metode yang digunakan adalah metode penelitian Deskriptif kualitatif dengan pendekatan induktif. Teori yang digunakan adalah partisipasi Model CLEAR dengan 5 faktor partisipasi masyarakat, yaitu: Can do, Like to, Enable to, Asked to, dan Responded to. Teknik analisis yang digunakan adalah analisis ASOCA (ability, strength, opportunity, culture, agility). Hasil/Temuan: ). Hasil penelitian menunjukan bahwa 1) Partisipasi masyarakat dalam pengurusan akta kelahiran di Kabupaten Supiori masih belum maksimal karena kurangnya kesadaran dari masyarakat akan pentingnya akta kelahiran, serta dalam pengurusannya juga membutuhkan waktu dan jarak yang sangat jauh dan biaya perjalanan untuk mengurus akta kelahiran yang terlalu tinggi. 2) Faktor yang memengaruhi kurangnya partisipasi masyarakat dalam pengurusan akta kelahiran antara lain : Masyarakat belum sadar dan memahami alur dan prosedur serta persyaratan pembuatan akta kelahiran, belum ada perjanjian tertulis dengan instansi lain seperti distrik, kamoung dan sekolah, jarak dan waktu ke- Dinas Kependudukan dan Pencatatan Sipil yang terlalu jauh. Kesimpulan: Strategi peningkatan partisipasi masyarakat dalam pengurusan akta kelahiran adalah memberikan sosialisasi rutin tiap tahun ke setiap distrik dan kampung terkait pentingnya kepemilikan akta kelahiran serta menyebarkan brosur dan spanduk yang berisikan alur dan prosedur pencatatan akta kelahiran, serta meningkatkan pelayanan program Dinas dengan maksimal.
