Abstract
ABSTRACT Problem/Background (GAP): Purpose: The government uses Dana Desa (DD) to ensure equitable development in Indonesia, despite concerns about potential corruption. DD policy management relies on good financial governance, transparency, accountability and community participation for effective use of funds. Purpose: The aim of this research is to describe and analyze the politics of the 2023 village fund budget in Kauman Village, Kauman District, Tulungagung Regency, and the supporting and inhibiting factors that accompany the politics of the 2023 village fund budget in Kauman Village, Kauman District, Tulungagung Regency. Method: This study uses qualitative descriptive method with inductive approach. Data collection techniques include interviews, observations and documentation. Results/Findings: The research results show important findings regarding the role of the Kauman Village Government in encouraging good governance by collaborating with the Village Head in drafting village regulations and conveying information to the community about village policies. Conclusion: The research conclusions highlight the importance of strengthening community participation and overcoming these obstacles to increase the effectiveness of village fund management and local empowerment at the village level. Keywords: Village Funds, Actor's Role, Good Governance ABSTRAK Permasalahan/Latar Belakang (GAP): Pemerintah menggunakan Dana Desa (DD) untuk memastikan pembangunan merata di Indonesia, meskipun ada kekhawatiran terhadap potensi korupsi. Pengelolaan kebijakan DD bergantung pada tata kelola keuangan yang baik, transparansi, akuntabilitas, dan partisipasi masyarakat untuk penggunaan dana yang efektif. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis pengelolaan anggaran dana desa tahun 2023 di Desa Kauman Kecamatan Kauman Kabupaten Tulungagung, hingga faktor pendukung dan penghambat yang menyertai pengelolaan anggaran dana desa tahun 2023 di Desa Kauman Kecamatan Kauman Kabupaten Tulungagung. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan temuan penting terkait peran Pemerintah Desa Kauman dalam mendorong good governance dengan bekerja sama dengan Kepala Desa dalam menyusun peraturan desa dan menyampaikan informasi kepada masyarakat tentang kebijakan desa. Kesimpulan: Kesimpulan penelitian menyoroti pentingnya memperkuat partisipasi masyarakat dan mengatasi hambatan-hambatan tersebut untuk meningkatkan efektivitas pengelolaan dana desa dan pemberdayaan lokal di tingkat desa.
