Abstract
ABSTRACT Problem Statement/Background (GAP): Five-legged trader (PKL) is a series of activities that are usually carried out by a community or an organization that sells or trades using a carriage. Many of these PCLs are doing their business by occupying places that are not supposed to be used by the PCL. One of them is in the city of Ternate, Northern Maluku Province. The large number of five-legged traders (PKLs) are considered to be one of the factors disrupting traffic flows and also cause disturbance to public order and public tranquility. Therefore, action is needed from the Satpol PP as an agency responsible for peace and public order. Purpose: The study aims to identify and analyze the arrangement of five-foot traders by the Pamong Praja Police Unit in Ternate City, the obstacles, as well as the supporting efforts made to overcome the barriers in the arrangements of Five-footed traders of the Police Unit of Pamong praja in the City of Terenate. Method: The research method used is qualitative descriptive with an inductive approach. Primary and secondary data become sources of analysis, collected through interviews, observations, and documentation. Data analysis is carried out through the stages of collection, reduction, presentation, and drawing conclusions. Result: The results of the research show that through the author's analysis of the indicators of order according to Retno Widjadjanti (2000) the order of five-foot traders in the City of Ternate has been implemented but has not been performed optimally. This is due to the inhibitory factors of the provision of land by the government that does not exist, the lack of awareness of the community of five-foot merchants, a lack of quantity of human resources. As for the way Satpol PP is dealing with such obstacles, such as seeking land supplies for the five-foot merchants, implementing a comprehensive and routine socialization of the community, overcoming the lack of quantity of human resources. Conclusion: The conclusion of this study is that the arrangement carried out by Satpol PP City of Ternate in the five-foot merchant arrangement (PKL) has been done with the maximum possible. The policies made by the government have been implemented, but in the implementation of the measures are still found that are still inappropriate. Keywords: Controlling, Satpol PP, Street Vendor ABSTRAK Permasalahan/Latar Belakang(GAP): Pedagang Kaki Lima atau sering disebut (PKL) merupakan serangkaian kegiatan yang biasa dilakukan oleh masyarakat ataupun organisasi yang berupa berjualan atau berniaga menggunakan gerobak. Banyak dari para PKL ini yang melakukan kegiatan berniaga nya dengan menempati tempat-tempat yang tidak seharusnya di gunakan oleh para PKL. Salah satunya yakni PKL di Kota Ternate Provinsi Maluku Utara. Banyaknya jumlah Pedagang Kaki Lima (PKL) yang dianggap sebagai salah satu faktor pengganggu arus lalu lintas serta juga menyebabkan terganggunya ketertiban umum dan ketentraman masyarakat. Oleh karena itu, diperlukan tindakan dari Satpol PP selaku lembaga yang bertanggung jawab terhadap ketentraman dan ketertiban umum. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis penertiban Pedagang Kaki Lima oleh Satuan Polisi Pamong Praja di Kota Ternate, faktor-faktor yang menghambat, serta upaya- upaya pendukung yang dilakukan untuk mengatasi hambatan dalam penertiban Pedagang Kaki Lima oleh Satuan Polisi Pamong Praja di Kota Ternate. Metode: Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan induktif. Data primer dan sekunder menjadi sumber analisis, yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Analisis data dilakukan melalui tahap pengumpulan, reduksi, penyajian, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukan bahwa melalui analisis penulis terhadap indikator penertiban menurut Retno Widjadjanti (2000) megenai penertiban pedagang kaki lima di Kota Ternate sudah dilaksanakan tetapi belum berjalan dengan optimal. Hal tersebut dikarenakan adanya faktor penghambat yaitu penyediaan lahan oleh pemerintah yang belum ada, kurangnya kesadaran masyarakat pedagang kaki lima, kurangnya kuantitas sumber daya manusia. Adapun cara yang dilakukan Satpol PP dalam mengatasi hambatan tersebut seperti mengupayakan persediaan lahan bagi para Pedagang Kaki Lima, melaksanakan sosialisasi secara menyeluruh dan rutin kepada masyarakat, mengatasi kekurangan kuantitas sumber daya manusia. Kesimpulan: Kesimpulan dari penelitian ini yakni penertiban yang dilakukan oleh Satpol PP Kota Ternate dalam penertiban pedagang kaki lima (PKL) sudah dilakukan dengan semaksimal mungkin. Kebijakan yang dibuat pemerintah sudah berjalan namun dalam pelaksanaannya masih ditemukan tindakan yang masih belum sesuai. Kata Kunci: Penertiban, Satpol PP, Pedagang Kaki Lima
