Abstract

ABSTRAK Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis upaya optimalisasi mitigasi bencana banjir di Kabupaten Tulang Bawang, Provinsi Lampung, Indonesia. Dengan mengacu pada teori optimalisasi, penelitian ini mengevaluasi partisipasi masyarakat serta faktor internal dan eksternal yang memengaruhi efektivitas program Badan Penanggulangan Bencana Daerah (BPBD). Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi kasus. Data primer dikumpulkan melalui wawancara dengan key person dari BPBD dan masyarakat yang tinggal di daerah rawan banjir, sementara data sekunder diperoleh dari berbagai sumber dokumentasi. Hasil penelitian menunjukkan bahwa meskipun program BPBD telah berjalan secara optimal, masih terdapat kendala seperti keterbatasan sumber daya dan kurangnya kesadaran masyarakat. Untuk mengatasi hal ini, BPBD telah mengambil langkah seperti merekrut personel ahli dan meningkatkan kerjasama dengan instansi lain serta masyarakat. Berdasarkan analisis, beberapa rekomendasi diajukan, termasuk peningkatan alokasi anggaran, pembentukan unit tangguh bencana, peningkatan jumlah personel, himbauan kepada masyarakat, dan sosialisasi interaktif. Implementasi rekomendasi ini diharapkan dapat meningkatkan partisipasi masyarakat dalam mitigasi bencana banjir di Kabupaten Tulang Bawang, sehingga dapat mengurangi dampak negatif bencana secara efektif. Kata Kunci: Banjir, Mitigasi, Partisipasi, Optimalisasi, Tulang Bawang ABSTRACT Indonesia, situated in the "Ring of Fire," is located within the Pacific Circumference, affecting its natural conditions and making the country prone to disasters. Being in the Pacific Ring of Fire, Indonesia is susceptible to disasters such as earthquakes and volcanic eruptions, especially since many mountains are located along this route. The Province of Lampung has a significant potential to experience various types of disasters due to both natural and human factors. Disasters that frequently strike Lampung Province include tornadoes, floods, earthquakes, landslides, droughts, and forest fires. In Lampung Province, there is the longest river named Tulangbawang River. Tulang Bawang River dominates the landscape of Tulang Bawang Regency and crosses its capital, Menggala. This research aims to identify and analyze the efforts to optimize flood disaster mitigation in Tulang Bawang Regency, Lampung Province, Indonesia. Referring to optimization theory, this study evaluates community participation and the internal and external factors affecting the effectiveness of the Regional Disaster Management Agency's (BPBD) programs. The research method used is descriptive qualitative with a case study approach. Primary data were collected through interviews with key persons from BPBD and residents living in flood-prone areas, while secondary data were obtained from various documentation sources. The results show that although the BPBD program has been running optimally, there are still obstacles such as limited resources and lack of public awareness. To address this, BPBD has taken steps such as recruiting expert personnel and enhancing cooperation with other agencies and the community. Based on the analysis, several recommendations are proposed, including increasing budget allocation, forming disaster-resilient units, increasing the number of personnel, encouraging public awareness, and interactive socialization. The implementation of these recommendations is expected to enhance community participation in flood disaster mitigation in Tulang Bawang Regency, thereby effectively reducing the negative impacts of disasters.
