Abstract
ABSTRACT Problem Statement/Background (GAP): Human resources play an important role in the process of achieving organizational goals. Therefore, development is needed through consideration of improving the quality of Human Resources which has an impact on improving employee performance in an organization, especially employee work discipline which is the focus of this research. Purpose: To determine employee work discipline, inhibiting and supporting factors as well as efforts to improve employee work discipline at the Padang Lawas Regency Housing and Transportation Area Housing Service. Method: This research uses a qualitative approach. Data collection techniques are observation, interviews, documentation and combination/tringulation. Research data was analyzed using Data Reduction, Data Display and Data Conclusion Draw techniques. The results of the interviews that were obtained were then analyzed using the theory of work discipline from Hasibuan (2012) using 5 dimensions, Ability Goals, Level of Employee Vigilance, Compliance with work standards, Compliance with rules, Employee Ethics. Result: From the research conducted, it was found that employee work discipline at the Padang Lawas Regency Housing and Transportation Services Department was running well. Conclusion: From the research conducted, it can be concluded that improving employee work discipline at the Padang Lawas Regency Housing and Transportation Department has been going well, but there are still several problems, namely lack of motivation and the long distance between home and office. The efforts made are by approaching employees to provide motivation and changing employee work schedules. Keywords: Human Resources, Organization, Work Discipline ABSTRAK Permasalahan/Latar Belakang (GAP): Sumber daya manusia memegang peran penting dalam proses pencapaian tujuan organisasi. Oleh karena itu diperlukan suatu pengembangan melalui sebuah pertimbangan dalam peningkatan kualitas Sumber Daya Manusia yang memberikan dampak pada peningkatan kinerja pegawai pada suatu organisasi khususnya disiplin kerja pegawai yang menjadi fokus dalam penelitian ini. Tujuan: Untuk mengetahui disiplin kerja pegawai, faktor penghambat dan pendukung serta upaya Peningkatan Disiplin Kerja Pegawai pada Dinas Perumahan Kawasan Pemukiman Dan Perhubungan Kabupaten Padang Lawas. Metode: Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data yaitu observasi, wawancara, dokumentasi dan gabungan/tringulasi. Data penelitian dianalisis dengan teknik Data Reduction, Data Display, dan Data Conclusion Drawin. Dari hasil wawancara yang sudah didapatkan tersebut kemudian di analisis melalui teori Disiplin kerja dari Hasibuan (2012) dengan menggunakan 5 dimensi, Tujuan Kemampuan, Tingkat Kewaspadaan Pegawai, Ketaatan Pada Standar kerja, Ketaatan Pada aturan, Etika pegawai. Hasil/Temuan: Dari penelitian yang dilakukan ditemukan Disiplin Kerja Pegawai pada Dinas Perumahan Kawasan Pemukiman Dan Perhubungan Kabupaten Padang Lawas sudah berjalan dengan baik. Kesimpulan: Dari penelitian yang dilakukan dapat disimpulkan bahwa Peningkatan Disiplin Kerja Pegawai pada Dinas Perumahan Kawasan Pemukiman Dan Perhubungan Kabupaten Padang Lawas sudah berjalan dengan baik, namun masih terdapat beberapa permasalahan yaitu kurangnya motivasi serta jarak rumah dan kantor yang jauh. Upaya yang dilakukan yaitu dengan melakukan pendekatan kepada pegawai dalam pemberian motivasi serta pengubahan jadwal kerja pegawai. Kata Kunci : Sumber Daya Manusia, Organisasi, Disiplin Kerja
