Abstract

Problems: The circulation of illegal cigarettes in Mataram City is a concern for the Mataram City Regional Government. The number of illegal cigarettes in circulation has a negative impact on state revenues and also on society. This then became the reason for the local government of Mataram City to eradicate the circulation of illegal cigarettes in Mataram City. The Mataram City Government is making efforts to eradicate the circulation, namely by building synergy between the Civil Service Police Unit and Customs. Objective: Therefore, the researcher is interested in compiling this thesis with the aim of knowing the synergy between the Civil Service Police Unit and Customs in eradicating the circulation of illegal cigarettes in Mataram City using the synergy theory by Najiyati. Methods: The research method used by researchers is descriptive qualitative method. The data sources of this research are primary data and secondary data both from officials of the Civil Service Police Unit and Customs, business actors and the community, as well as documents. Data collection techniques include interviews, observation, and documentation with data analysis techniques, namely starting from data collection, data reduction then presenting data and drawing conclusions.Results: The results showed that the Synergy of the Civil Service Police Unit and Customs in eradicating the circulation of illegal cigarettes is still not running optimally. There are several factors that become obstacles in eradicating the circulation of illegal cigarettes in Mataram City. Future operations to eradicate the circulation of illegal cigarettes need to be considered from all aspects. Conclusion: The synergy between Satpol PP and Customs is still not optimal because there are still obstacles and problems that become obstacles in carrying out eradication operations, the efforts made are to increase socialization, supervision, and training. Keywords: Synergy, Satpol PP, Customs and Excise Permasalahan : Peredaran rokok ilegal di Kota Mataram menjadi perhatian bagi Pemerintah Daerah Kota Mataram. Banyaknya rokok ilegal yang beredar menimbulkan dampak yang buruk bagi pendapatan negara dan juga bagi masyarakat. Hal ini kemudian menjadi alasan pemerintah daerah Kota Mataram untuk melakukan pemberantasan terhadap peredaran rokok ilegal di Kota Mataram. Pemerintah Kota Mataram melakukan upaya untuk memberantas peredaran tersebut, yaitu dengan membangun sinergitas antara Satuan Polisi Pamong Praja dan Bea Cukai. Tujuan : Oleh karena itu, peneliti tertarik dalam menyusun skripsi ini dengan tujuan untuk mengetahui sinergitas antara Satuan Polisi Pamong Praja dan Bea Cukai dalam melakukan pemberantasan terhadap peredaran rokok ilegal di Kota Mataram dengan menggunakan teori sinergitas oleh Najiyati. Metode : Metode penelitian yang digunakan peneliti adalah metode deskriptif kualitatif. Sumber data penelitian ini adalah data primer dan data sekunder baik dari pejabat Satuan Polisi Pamong Praja dan Bea Cukai, pelaku usaha dan masyarakat, serta dokumen. Teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi dengan Teknik analisis data yaitu dimulai dari pengumpulan data, reduksi data lalu penyajian data dan penarikan kesimpulan.Hasil : Hasil penelitian menunjukan bahwa Sinergitas Satuan Polisi Pamong Praja dan Bea Cukai dalam melakukan pemberantasan terhadap peredaran rokok ilegal yang masih belum berjalan dengan maskimal. Terdapat beberapa faktor yang menjadi kendala dalam melakukan pemberantasan terhadap peredaran rokok ilegal di Kota Mataram. Operasi pemberantasan peredaran rokok ilegal kedepannya perlu diperhatikan dari segala aspek. Kesimpulan : Sinergitas Satpol PP dan Bea Cukai masih belum optimal karena masih adanya kendala dan permasalahan yang menjadi penghambat dalam melaksanakan operasi pemberantasan, upaya yang dilakukan ialah melakukan peningkatan sosialisasi, pengawasan, dan pelatihan.
