Abstract

ABSTRACT Problem/Background (GAP): The Department of Population and Civil Registration of the City of Semarang immediately followed up on the Circular Letter of the Ministry of Home Affairs of the Republic of Indonesia Number 472.12/1242/Dukcapil of 2022 concerning the Acceleration of Implementation of Funeral Manuals with the Circular Letter of the Semarang City Government Number B/6636/470/XI/2022 concerning the Acceleration of Death Reporting which is expected to be able to optimize the issuance of death certificates in Semarang City, which previously achieved only 26.18% in 2021. Purppose: This research aims to find out how successful it is in optimizing the issuance of death certificates through the BPP (Funeral Basic Book) at the Semarang City Population and Civil Registration Service. Method: This research uses descriptive qualitative with an inductive approach which aims to obtain data in accordance with the real situation in the field. In collecting data, the research used several methods, namely observation, interviews, and documentation. Results: Based on the results of this study showed:1) Optimizing the issuance of death certificates through BPP at the Semarang City Population and Civil Registration Service is good and optimal; 2)Accountability has not been achieved, because it is influenced by several factors; 3) The inhibiting factors are that the BPP is still an offline system so the government spends a lot of time and the performance is less effective and efficient; 4) The community is coordinative but still depends on the government in processing death certificates so there has been no initiation from the community who want to process death certificates independently; 5) Socialization is carried out by the sub-district together. the sub-district is still as it is and not yet complete. Conclusion: Semarang City government should speed up the BPP to implement an online system in order to maintain stability and increase the issuance of death certificates and make it easier for the public and government to issue death certificates. Then, the sub-district and sub-district authorities in Semarang City socialized the BPP and the importance of having a death certificate periodically.. ABSTRAK Permasalahan/Latar Belakang (GAP): Dinas Kependudukan dan Pencatatan Sipil Kota Semarang langsung menindaklanjuti Surat Edaran Kementerian Dalam Negeri Republik Indonesia Nomor 472.12/1242/Dukcapil Tahun 2022 tentang Percepatan Penerapan Buku Pokok Pemakaman dengan Surat Edaran Pemerintah Kota Semarang Nomor B/6636/470/XI/2022 tentang Percepatan Pelaporan Kematian yang diharapkan dapat mengoptimalkan penerbitan akta kematian di Kota Semarang yang sebelumnya hanya 26,18% pencapaiannya tahun 2021. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana keberhasilan optimalisasi penerbitan akta kematian melalui BPP (Buku Pokok Pemakaman) di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang ditinjau dari tiga dimensi yaitu pencapaian output, pencapian outcome dan pencapaian impact. Metode: Penelitian ini menggunakan kualitatif deskriptif dengan pendekatan induktif yang bertujuan untuk memperoleh data sesuai dengan keadaan nyata di lapangan. Dalam mengumpulkan data penelitian menggunakan beberapa cara yaitu observasi, wawancara, dan dokumentasi. Hasil: Berdasarkan hasil penelitian ini menunjukkan: 1) a) optimalisasi penerbitan akta kematian melalui BPP di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang sudah baik dan optimal, namun ada beberapa hambatan yang terdapat; 2) Pencapaian tersebut terhambat oleh beberapa faktor; 3) Faktor penghambatnya BPP masih dalam sistem offline sehingga pemerintah mengeluarkan banyak waktu dan kinerja kurang efektif dan efisien; 4) masyarakat bersifat koordinatif tetapi masih bergantung kepada pemerintah dalam pengurusan akta kematian sehingga belum ada inisiasi masyarakat yang ingin mengurus akta kematian secara mandiri; 5) sosialisasi yang dilakukan kecamatan bersama kelurahan masih seadanya belum menyeluruh. Kesimpulan: Pemerintah Kota Semarang mempercepat BPP untuk diberlakukan sistem online agar menjaga stabilitas dan peningkatan penerbitan akta kematian serta mempermudah masyarakat dan pemerintah dalam penerbitan akta kematian. Kemudian, pihak kecamatan dan kelurahan di Kota Semarang mensosialisasikan BPP dan pentingnya kepemilikan akta kematian secara berkala. Kata Kunci: Optimalisasi, Akta Kematian, Buku Pokok Pemakaman
