Abstract
ABSTRACT Problem Statment/Background (GAP): This study addresses the effectiveness of the implementation of leadership training for administrators in developing the competencies of civil servants at the Human Resource Development Agency of West Kalimantan Province. The study aims to describe the level of effectiveness, obstacles, and efforts to overcome these obstacles in the implementation of leadership training for administrators in the context of developing the competencies of civil servants within West Kalimantan Province. Purpose: The Objective of this study is to describe and analyze the effectiveness of the implementation of leadership training for administrators in developing the competencies of civil servants, to identify the obstacles encountered during the training implementation, and to outline the efforts made to overcome these obstacles at the Human Resource Development Agency of West Kalimantan Province. Methods: The method used in this study is a descriptive qualitative research method with an inductive analysis approach. Based on the Strategic Plan of the Human Resource Development Agency of West Kalimantan Province, the agency is fairly optimal in implementing leadership training for administrators for all civil servants within the province. This fairly optimal implementation is considered quite effective in developing competencies. Results: Based on research results encompassing interviews, observations, questionnaires, and data analysis, it can be concluded that the effectiveness of leadership training for administrators in developing the competencies of civil servants at the Human Resource Development Agency of West Kalimantan Province is quite effective, with an average indicator of 77.5 percent. However, there are obstacles such as a lack of understanding among civil servants, weak commitment from the agency, and insufficient facilities. Efforts to overcome these obstacles include socialization, inter-departmental coordination, and inventorying facilities. Conclusion: The study concludes that the leadership training for administrators at the Human Resource Development Agency of West Kalimantan Province is quite effective in developing the competencies of civil servants despite various obstacles. Keywords: Effectiveness, Training, Competency Development ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini adalah tentang Efektivitas Pelaksanaan Pelatihan Kepemimpinan Administrator Dalam Pengembangan Kompetensi Pegawai Negeri Sipil Pada Badan Pengembangan Sumber Daya Manusia Provinsi Kalimantan Barat. Penelitian ini dengan tujuan mendeskripsikan tingkat efektivitas, hambatan, serta upaya mengatasi hambatan pelaksanaan pelatihan kepemimpinan administrator dalam pengembangan kompetensi PNS dilingkup Provinsi Kalimantan Barat. Tujuan: Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis efektivitas pelaksanaan pelatihan kepemimpinan administrator dalam pengembangan kompetensi PNS, mengidentifikasi hambatan-hambatan yang dihadapi dalam pelaksanaan pelatihan tersebut, serta menguraikan upaya-upaya yang dilakukan untuk mengatasi hambatan tersebut di Badan Pengembangan Sumber Daya Manusia Provinsi Kalimantan Barat. Metode: Metode yang digunakan dalam penelitian tersebut yaitu metode penelitian kualitatif deskriptif dengan pendekatan analisis induktif. Menilik daripada Rencana Strategis BPSDM Provinsi Kalimantan Barat, bahwa BPSDM Provinsi Kalimantan Barat cukup optimal dalam pelaksanaan pelatihan kepemimpinan administrator untuk seluruh PNS yang ada di lingkungan Provinsi Kalimantan Barat. Cukup optimalnya pelaksanaan pelatihan tersebut merupakan tindakan yang cukup efektif dalam pengembangan kompetensi Hasil/Temuan: Berdasarkan hasil penelitian yang mencakup wawancara, observasi, kuesioner, dan analisis data, dapat disimpulkan bahwa efektivitas pelatihan kepemimpinan administrator dalam pengembangan kompetensi PNS di BPSDM Provinsi Kalimantan Barat cukup efektif dengan rata-rata indikator 77,5 persen, meskipun terdapat hambatan seperti kurangnya pemahaman PNS, lemahnya komitmen BPSDM, dan kurangnya sarana prasarana, serta upaya untuk mengatasinya meliputi sosialisasi, koordinasi antar OPD, dan pendataan sarana prasarana. Kesimpulan: Penelitian ini menyimpulkan bahwa pelatihan kepemimpinan administrator di BPSDM Provinsi Kalimantan Barat cukup efektif dalam mengembangkan kompetensi PNS meskipun terdapat berbagai hambatan.
