Abstract
ABSTRAK Penanganan dan penertiban gelandangan dan pengemis merupakan salah satu cara sebuah negara menciptakan kehidupan yang lebih baik bagi rakyatnya. Adapun faktor yang menyebabkan kemiskinan itu terjadi ialah minimnya pendidikan, keterampilan, penghasilan tidak tetap, serta taraf hidup masyarakat yang buruk. Sebab itu, muncul gelandangan dan pengemis sebagai solusi untuk bertahan hidup. Penelitian ini bertujuan untuk mengetahui bagaimana sinergi antara satpol pp dengan dinas sosial dalam menangani gelandangan dan pengemis serta faktor penghambat dan upaya penanganan tersebut. Penelitian ini menggunakan metode kualitatif deskriptif melalui pendekatan induktif dengan teknik pengumpulan data melalui dokumentasi, wawancara, dan observasi. Hasil penelitian berdasarkan teori Sinergitas Najiyati & Rahmat pada Satpol PP Kota Bandarlampung dengan Dinas Sosial Kota Bandarlampung telah berperan aktif dalam penanganan gelandangan dan pengemis. Namun dalam pelaksanaannya, terdapat faktor penghambat terkait minimnya sarana prasarana dan sumber daya manusia sehingga berdampak pada hasil yang tidak maksimal. Kesimpulan berdasarkan hal yang dibahas pada skripsi ini adalah ada pada penanganan gelandangan dan pengemis di Kota Bandarlampung yang dimana penelitian ini belum berjalan dengan cukup baik. Saran yang dapat diberikan oleh penulis adalah dengan memperbaiki lagi komunikasi dan koordinasi antara Satpol PP dengan Dinas Sosial, diperlukannya dasar hukum, serta peningkatan sarana prasarana dan kualitas sumber daya manusia yang lebih memumpuni. ABSTRACT Handling and controlling homeless people and beggars is one way a country can create a better life for its people. The factors that cause poverty to occur are the lack of education, skills, unstable income, and the poor standard of living of the community. Because of this, homeless people and beggars appear as a solution to survive. This research aims to find out the synergy between Civil service police and social services in dealing with homeless people and beggars as well as the inhibiting factors and efforts to handle this. This research uses descriptive qualitative methods through an inductive approach with data collection techniques through documentation, interviews and observation. The results of research based on the Synergy theory of Najiyati & Rahmat at the Bandarlampung City Civil service police and the Bandarlampung City Social Service have played an active role in handling homeless people and beggars. However, in its implementation, there are inhibiting factors related to the lack of infrastructure and human resources, which has an impact on results that are not optimal. The conclusion based on the things discussed in this thesis is that there is a handling of homeless people and beggars in Bandarlampung City where this research has not gone well enough. Suggestions that can be given by the author are to improve communication and coordination between Civil service police and the Social Service, require a legal basis, as well as improve infrastructure and the quality of human resources to be more qualified.
