Abstract

ABSTRACT Background (GAP): Civil Servant Discipline (PNS) is a fundamental guideline for the actions and behavior of civil servants to ensure they adhere to discipline regulations in line with their obligations and responsibilities. However, the implementation of civil servant discipline is not yet fully optimal in various government institutions. This issue is also present at the Office of Community Empowerment and Village Administration in Tanah Laut Regency, where several obstacles hinder the enforcement of discipline.Objective: This research aims to understand the implementation of civil servant discipline at the Office of Community Empowerment and Village Administration in Tanah Laut Regency, identify the factors hindering the discipline process, and explore the efforts made to overcome these obstacles. Method: This study employs a qualitative research design with a descriptive method. Data were collected through interviews and documentation, using both primary and secondary sources. Data analysis was conducted based on Singodimedjo's theory in Sutrisno, which includes four indicators of discipline. Results/Findings: The research findings indicate that the discipline of civil servants at the Office of Community Empowerment and Village Administration in Tanah Laut Regency is generally well-maintained. However, obstacles such as insufficient supervision of regulations and the undisciplined behavior of some employees still hinder the implementation of civil servant discipline. Conclusion: Efforts are needed in accordance with Government Regulation on Civil Servant Discipline to address these obstacles, including enhancing supervision and stricter enforcement of disciplinary regulations. Keywords: Work Discipline, Civil Servants, Regulations ABSTRAK Latar Belakang (GAP): Disiplin Pegawai Negeri Sipil (PNS) merupakan landasan utama dalam bertindak dan berperilaku bagi PNS untuk menjalankan aturan disiplin yang sesuai dengan kewajiban dan tanggung jawab mereka. Namun, penerapan disiplin PNS belum sepenuhnya optimal di berbagai instansi pemerintah. Hal ini juga terjadi di Kantor Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Tanah Laut, di mana masih terdapat beberapa kendala yang menghambat pelaksanaan disiplin. Tujuan: Penelitian ini bertujuan untuk mengetahui pelaksanaan disiplin PNS di Kantor 2 Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Tanah Laut, mengidentifikasi faktor penghambat dalam proses pelaksanaan disiplin PNS, serta mengeksplorasi upaya yang dilakukan untuk mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan desain penelitian kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara dan dokumentasi, dengan menggunakan sumber data primer dan sekunder. Analisis data dilakukan berdasarkan teori kedisiplinan pegawai dari Singodimedjo dalam Sutrisno, yang mencakup empat indikator kedisiplinan. Hasil/Temuan: Berdasarkan hasil penelitian, disiplin PNS di Dinas PMD Kabupaten Tanah Laut sudah berjalan dengan baik. Namun, masih ditemukan kendala seperti kurangnya pengawasan terhadap peraturan dan kepribadian pegawai yang tidak disiplin, yang menghambat pelaksanaan disiplin PNS. Kesimpulan: Diperlukan upaya sesuai dengan prosedur Peraturan Pemerintah Disiplin PNS untuk mengatasi hambatan tersebut, termasuk peningkatan pengawasan dan penegakan aturan disiplin yang lebih ketat.
