Abstract

ABSTRACT Problem Statement/Background (GAP): Stunting is a very serious problem because it affects the quality and quantity of the regional population to prevent stunting in children under five, the North Sulawesi Provincial Government has set the focus of stunting handling efforts in several districts in North Sulawesi Province which are still in the crisis zone of stunting handling. Purpose: This study aims to find out how the performance or what are the efforts made by the North Bolaang Mongondow District Health Office in the process of reducing stunting rates so that low stunting rates can be realized in North Bolaang Mongondow Regency and what factors are obstacles in this stunting prevention process. Method: The research method used is a qualitative descriptive method with data collection techniques including interview, observation, and documentation techniques. Result: In this research, Health Service officials in reducing the stunting rate in North Bolaang Mongondow Regency, to date it has been running smoothly and very well in accordance with the government program based on the Decree of the Regent of North Bolaang Mongondow Number 18 of 2019 concerning Efforts to Prevent and Reduce Stunting. The performance of the North Bolaang Mongondow Regency Health Service apparatus so far has been running well and smoothly, this cannot be separated from the implementation of programs held together with the North Bolaang Mongondow Regency government. Conclusion: Based on the results of the research that has been carried out, it can be concluded that the performance of the North Bolaang Mongondow District Health Service apparatus has so far gone well in the aspects of productivity, service quality and responsibility, while in the aspects of responsiveness and accountability it has been quite good but needs to be improved further. The obstacle encountered in the field in reducing the stunting rate is the public's distrust of stunting. to overcome existing obstacles, namely convincing the public of the impact of stunting on children, collaborating with companies in North Bolaang Mongondow Regency in the process of fulfilling nutrition, and creating special services related to stunting problems. Keywords: Performance, Apparatus, Stunting ABSTRAK Permasalahan/Latar Belakang (GAP): Stunting menjadi masalah yang sangat serius karena berpengaruh pada segi kualitas dan kuantitas penduduk daerah untuk mencegah terjadinya stunting pada anak balita pemerintah Provinsi Sulawesi Utara menetapkan fokus upaya penanganan stunting yang terdapat di beberapa Kabupaten di Provinsi Sulawesi Utara yang masih dalam zona krisis penanganan stunting. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana kinerja atau apa saja upaya yang dilakukan oleh Dinas Kesehatan Kabupaten Bolaang Mongondow Utara dalam proses menekan angka stunting sehingga bisa terwujudnya angka stunting yang rendah di Kabupaten Bolaang Mongondow Utara serta faktor apa saja yang menjadi penghambat dalam proses pencegahan stunting ini. Metode: Metode penelitian yang digunakan ialah metode deskriptif kualitatif dengan teknik pengumpulan data diantaranya ialah teknik wawancara, observasi, dan dokumentasi. Hasil/Temuan: Dalam penelitian ini para aparatur Dinas Kesehatan dalam penurunan angka stunting di Kabupaten Bolaang Mongondow Utara, sampai pada saat ini sudah berjalan dengan lancar serta begitu baik sesuai dari program pemerintah berdasarkan Keputusan Bupati Bolaang Mongondow Utara Nomor 18 Tahun 2019 tentang Upaya Pencegahan dan Penurunan Stunting. Kinerja dari aparatur Dinas Kesehatan Kabupaten Bolaang Mongondow Utara sejauh ini berjalan dengan baik dan lancar itu semua tidak lepas dari terlaksananya program-program yang diselenggarakan bersama dengan pemerintah Kabupaten Bolaang Mongondow Utara. Kesimpulan: Berdasarkan hasil penelitian yang telah dilakukan dapat ditarik kesimpulan bahwa Kinerja Aparatur Dinas Kesehatan Kabupaten Bolaang Mongondow Utara sejauh ini sudah berjalan dengan baik dalam aspek produktivitas, kualitas layanan dan responsibilitas sedangkan dalam aspek responsivitas dan akuntabilitas memang sudah cukup baik namun perlu ditingkatkan lagi. Hambatan yang temui dilapangan dalam menekan angka stunting ialah ketidakpercayaan masyarakat terhadap stunting. untuk mengatasi hambatan yang ada yaitu meyakinkan masyarakat akan dampak stunting bagi anak, menjalin kerjasama dengan perusahaan yang ada di Kabupaten Bolaang Mongondow Utara dalam proses pemenuhan gizi, serta membuat layanan khusus terkait permasalahan stunting Kata Kunci : Kinerja , Aparatur, Stunting
