Abstract
ABSTARCT Problem/Background (GAP): Protection of citizens is the right of all citizens and the obligation of the state. Therefore, the state is essentially obliged to guarantee the protection and recognition of individual decisions and legal status in all important events and happenings experienced by society. One of the documents that Indonesian residents must have is a child's identity card as proof of personal identity and administrative authority in public services. Lack of awareness of the importance of personal identity and limited access to processing identity documents, including for children, makes Indonesian people reluctant to manage their identity documents. One case that occurred in Tulungagung Regency, East Java Province, prompted the government to develop a program to improve public services. Purpose: To find out how the pick-up ball program is implemented for children's identity cards, as well as to find out the inhibiting and supporting factors for the pick-up ball program for the issuance of children's identity cards and also what the government's efforts should be towards the inhibiting factors of the pick-up ball program. Method: This research uses a descriptive qualitative method with an inductive approach. Data collection techniques include interviews, observation and documentation. Results/Findings: The results of this research show that the implementation of the children's identity card issuance program by the Tulungagung Regency Population and Civil Registration Service has been running, but is not yet optimal due to several factors such as lack of budget, hampered by the Covid pandemic, and also the community is still unfamiliar with the pick-up program. ball. Of course, the government is also trying to overcome obstacles in implementing the pick-up and drop-off program. Conclusion: The implementation of this pick-up and drop-off program still has obstacles such as budget limitations and difficulties in staff placement during the COVID-19 crisis, so it can be said that it is not yet optimal. Apart from that, people do not understand the process of picking up the ball in issuing children's identity cards. However, the Department of Population and Civil Registration is trying to overcome the obstacles that arise as implementers and the community who are at the core of the program. Keywords: Implementation, Pick-up Ball Program, Public Services, Children's Identity Card ABSTRAK Permasalahan/Latar Belakang (GAP): Perlindungan terhadap warga negara adalah hak seluruh warga negara dan kewajiban negara. Oleh karena itu, negara pada hakikatnya berkewajiban menjamin perlindungan dan pengakuan terhadap keputusan individu dan status hukum dalam segala peristiwa dan peristiwa penting yang dialami oleh masyarakat. Salah satu dokumen yang harus dimiliki penduduk Indonesia adalah kartu identitas anak sebagai bukti identitas pribadi dan kewenangan administratif dalam pelayanan publik. Kurangnya kesadaran akan pentingnya identitas pribadi dan terbatasnya akses terhadap pengurusan dokumen identitas, termasuk anak-anak, membuat masyarakat Indonesia enggan mengelola dokumen identitasnya. Salah satu kasus yang terjadi di Kabupaten Tulungagung, Provinsi Jawa Timur, mendorong pemerintah menyusun program untuk meningkatkan pelayanan publik. Tujuan: Mengetahui bagaimana implementasi dari program jemput bola terhadap kartu identitas anak sekaligus untuk mengetahui faktor penghambat dan pendukung program jemput bola terhadap penerbitan kartu identitas anak dan juga bagaimana seharusnya upaya pemerintah terhadap faktor penghambat dari program jemput bola. Metode: Penelitian ini menggunakan metode Kualitatif Deskriptif dengan pendekatan Induktif. Teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukan bahwa implementasi program penerbitan kartu identias anak oleh Dinas Kependudukan dan Pencatatn Sipil Kabupaten Tulungagung telah berjalan, namun belum optimal karena beberapa faktor seperti kurangnya anggaran, terhambat ileh kendala pandemi covud, dan juga Masyarakat yang masih awam mengenai program jemput bola. Tentu saja, pemerintah juga berupaya mengatasi kendala dalam implementasi program jemput bola tersebut. Kesimpulan: Implementasi program jemput bola ini masih terdapat kendala seperti keterbatasan anggaran dan kesulitan penempatan pegawai pada masa krisis COVID-19, sehingga dapat dikatakan belum maksimal. Selain itu, masyarakat yang belum memahami proses jemput bola dalam penerbitan kartu identitas anak. Namun Dinas Kependudukan dan Pencatatan Sipil berupaya mengatasi kendala yang ditimbulkan sebagai pelaksana maupun masyarakat yang menjadi inti program.
