Abstract

ABSTRACT Problem (GAP): This research explores Financial Managenent in the Issuance of Fund Disbursement Orders (SP2D) at the Regional Financial and Asset Management Agency (BPKAD) of South Sorong Regency. There are several obstacles that need attention. First, it was discovered that there were errors or incompleteness of the SP2D documents submitted by the Regional Apparatus Organization (OPD). This has the potential to hamper the process of disbursing funds. Second, SP2D returns are another obstacle faced, triggeref by data errors and document completeness. Third, the imperfect apllication of the Regional Financial Management Information System (SIPD) also hinders the smooth process of issuing SP2D. Purpose: is to analyze in depth the SP2D publishing process and identify the obstacles faced in its implementation. Method: This research uses qualitative methods with data collection techniques throught observation, interviews and documentation implemented in this research. Result/Findng: This research recommends several strategic steps to overcome existing obstacles. First, South Sorong Regency BPKAD needs to conduct comprehensive outreach to OPD regarding the procedures and requirements for issuing SP2D. Second, build a database of fund recipients and periodically validate fund recipient data prevent SP2D returns. Third, it is necesarry to provide technical guidance to BPKAD officers regarding the use of the SIPD appication to ensure the smooth running and optimization of the system. Conclusion: by implementing these recommendations, it is hoped that the SP2D issuance system ini BPKAD South Sorong Regency can run more effectively, efficiently and accountably, thus supporting the smooth distribution of funds and realizing better regional financial governance. Keywords: SP2D Publishing, Financial Management ABSTRAK Pemasalahan(GAP): Penelitian ini menyelami Pengelolaan Keuangan dalam Penerbitan Surat Perintah Pencairan Dana (SP2D) di Badan Pengelola Keuangan dan Aset Daerah (BPKAD) Kabupaten Sorong Selatan. Dimana beberapa kendala yang perlu mendapat perhatian. Pertama, ditemukan adanya kekeliruan atau ketidaklengkapan dokumen SP2D yang diajukan oleh Organisasi Perangkat Daerah (OPD). Hal ini berpotensi menghambat proses pencairan dana. Kedua, retur SP2D menjadi kendala lain yang dihadapi, dipicu oleh kekeliruan data dan kelengkapan dokumen. Ketiga, aplikasi Sistem Informasi Pengelolaan Keuangan Daerah (SIPD) yang belum sempurna juga turut menghambat kelancaran proses penerbitan SP2D. Tujuan: utamanya adalah untuk menganalisis secara mendalam proses penerbitan SP2D dan mengidentifikasi kendala yang dihadapi dalam pelaksanaannya. Metode: Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi diimplementasikan dalam penelitian ini. Hasil/Temuan: penelitian ini merekomendasikan beberapa langkah strategis untuk mengatasi kendala yang ada. Pertama, BPKAD Kabupaten Sorong Selatan perlu menyelenggarakan sosialisasi secara menyeluruh kepada OPD terkait prosedur dan persyaratan penerbitan SP2D. Kedua, membangun database penerima dana dan melakukan validasi data penerima dana secara berkala untuk mencegah terjadinya retur SP2D. Ketiga, perlu dilakukan pembinaan teknis kepada petugas BPKAD terkait penggunaan aplikasi SIPD untuk memastikan kelancaran dan optimalisasi sistem. Kesimpulan: dengan menerapkan rekomendasi tersebut, diharapkan sistem penerbitan SP2D di BPKAD Kabupaten Sorong Selatan dapat berjalan lebih efektif, efisien, dan akuntabel, sehingga mendukung kelancaran penyaluran dana dan mewujudkan tata kelola keuangan daerah yang lebih baik Kata Kunci: Penerbitan SP2D, Pengelolaan Keuangan
