Abstract
ABSTRACT Problem/Background (GAP): In implementing the Sipelawan application within the Central Bangka Regency Government, there are still many technical obstacles that occur when implementing it, such as filling in daily work reports from the software, which is hampered by a web network that is not connected at all or is still unstable Also, the SKP has not been integrated into the Sipelawan application, so filling in the SKP is still done manually. Objective: This research aims to determine and assess the effectiveness of the Sipelawan application in assessing the performance of state civil servants within the BKPSDMD of Central Bangka Regency. Method: In this research a qualitative method was used with a descriptive approach. Data collection techniques are carried out through interviews, direct observation and documentation. Findings: The results of this research are that there are inhibiting factors in the effectiveness of the Sipelawan application such as frequent human errors, slow internet networks and lack of employee awareness. Conclusion: There have been efforts made by the Central Bangka Regency BKPSDMD to overcome these obstacles such as socialization, overcoming slow internet networks, and notice boards. The conclusion of this research is that the effectiveness of the Sipelawan Application in the Performance Assessment of State Civil Apparatus at the Central Bangka Regency BKPSDMD has been going well has also been effectively seen through 5 dimensions. Keywords: Application, Sipelawan, Central Bangka Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Dalam penerapan aplikasi Sipelawan di lingkungan Pemerintah Kabupaten Bangka Tengah masih banyak kendala teknis yang terjadi saat penerapannya selayaknya pada pengisian mengisi laporan kerja harian dari perangkat lunaknya, terkendala beserta jaringan web yang tak terhubung sedikit pun maupun masih belum stabil juga SKP yang belum terintegrasi pada aplikasi Sipelawan kemudian pada pengisian SKP masihlah dilangsungkan secara manual. Tujuan: Penelitian ini bertujuan untuk mengetahui dan mengkaji efektivitas aplikasi Sipelawan dalam penilaian kinerja aparatur sipil negara di lingkungan BKPSDMD Kabupaten Bangka Tengah. Metode: Dalam penelitian ini digunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi langsung serta dokumentasi. Hasil temuan: Hasil penelitian ini ialah terdapat faktor penghambat dalam efektivitas aplikasi Sipelawan seperti Sering terjadinya Human Error, Jaringan internet yang lamban dan Kurangnya kesadaran pegawai. Kesimpulan: Sudah terdapat upaya yang dilakukan BKPSDMD Kabupaten Bangka Tengah dalam mengatasi hambatan tersebut seperti sosialisasi, mengatasi jaringan internet yang lamban, dan papan pemberitahuan Kesimpulan dari penelitian ini adalah efektivitas Aplikasi Sipelawan dalam Penilaian Kinerja Aparatur Sipil Negara di BKPSDMD Kabupaten Bangka Tengah sudah berlangsung secara baik juga telah efektif terlihat melalui 5 dimensi.
