Abstract

ABSTRACT Problem/Background (GAP): The author focuses on problems related to the control of campaign props during the 2024 election. This APK arrangement was carried out to create peace and public order in the Malang City area. Objective: This research aims to describe and analyze the role of the Civil Service Police Unit and the Election Supervisory Body in carrying out control over APKs that violate spatial planning, which is regulated in Malang City Regional Regulation Number 2 of 2022 concerning Advertisements. Method: This research uses a qualitative descriptive method with an inductive approach. Data collection techniques include interviews, observation and documentation. Findings: The results of the research show that the synergy that has been carried out by the Satpol PP and Bawaslu of Malang City can be said to be succeed With the decreasing level of APK installation violations in the Malang City area, the limited personnel and infrastructure of each agency has become an urgency to implement synergy in controlling APKs, as well as implementing good forms of communication and coordination by implementing open communication. Conclusion: The implementation of the synergy between the Civil Service Police and the Malang City Election Supervisory Agency in controlling APKs in the Malang City area is in accordance with Standard Operating Procedures (SOP). Elements of good and open communication and good coordination vertical and horizontally is the key to successful implementation of synergy in controlling campaign props in the Malang City area, East Java Province Keywords: Synergy, Civil Service Police Unit, Election Supervisory Body, Campaign Props ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalah terkait penertiban alat peraga kampanye pada masa Pemilu Tahun 2024, penataan APK ini dilakukan agar tercipta ketentraman dan ketertiban umum di wilayah Kota Malang. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis peran Satuan Polisi Pamong Praja dan Badan Pengawas Pemilu dalam melaksanakan penertiban APK yang melanggar tata ruang, dimana yang diatur dalam Peraturan Daerah Kota Malang Nomor 2 Tahun 2022 Tentang Reklame. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian terlihat bahwa sinergitas yang telah dilakukan oleh Satpol PP dan Bawaslu Kota Malang dapat dikatakan berhasil 2 dengan menurunnya tingkat pelanggaran pemasangan APK di wilayah Kota Malang, keterbatasan personil dan sarana prasarana masing-masing instansi menjadi urgensi pelaksanaan sinergitas dalam penertiban APK, serta melakukan bentuk komunikasi yang baik dan koordinasi dengan pelaksanaan komunikasi secara terbuka. Kesimpulan: Pelaksanaan sinergitas Polisi Pamong Praja dan Badan Pengawas Pemilu Kota Malang dalam penertiban APK di wilayah Kota Malang sudah sesuai dengan Standar Operasional Prosedur (SOP). Unsur komunikasi yang baik dan terbuka serta koordinasi yang dilakukan baik secara vertikal maupun horizontal merupakan kunci keberhasilan pelaksanaan sinergitas dalam penertiban alat peraga kampanye di wilayah Kota Malang Provinsi Jawa Timur Kata Kunci: Sinergitas, Satuan Polisi Pamong Praja, Badan Pengawas Pemilu, Alat Peraga Kampanye
