Abstract

ABSTRACT Problem/Background (GAP): There is marriage certificate coverage that has not met the target of the Nganjuk District Disdukcapil, even though the OPD has launched a program that can facilitate the community in services, namely the SEDUDO Program. Purpose: The purpose of this study was to analyze the services of the SEDUDO Program in making marriage certificates at the Population and Civil Registration Office of Nganjuk Regency. Methods: This research uses a descriptive qualitative approach. Case study at the Population and Civil Registration Office of Nganjuk Regency, which explores the service of making marriage certificates through the SEDUDO Program. Results: Based on the results of this study showed:1) a) Effectiveness has not been achieved, because people tend to do services directly rather than through the program; 2)Efficiency has not been achieved, it is necessary to update the facilities and infrastructure supporting services; 3)Economical has been successfully achieved, it is just necessary to improve the quality and quantity of employees in providing services; 4) Justice has not been achieved, because regulations related to services have not been regulated.Researchers also obtained research results related to inhibiting factors and researchers also interviewed informants regarding efforts to overcome inhibiting factors. Conclusion: The service of making marriage certificates through the SEDUDO Program has been running well, but there are still inhibiting factors related to services, especially the lack of public interest in using this program. People tend to prefer direct services by coming to the Nganjuk District Disdukcapil office. Researchers also conducted observations and interviews to find out Disdukcapil's efforts to overcome existing inhibiting factors. Keywords: Services, Marriage Certificate, SEDUDO Program ABSTRAK Permasalahan/Latar Belakang (GAP): Terdapat cakupan akta perkawinan yang belum memenuhi dari yang ditargetkan oleh Disdukcapil Kabupaten Nganjuk, padahal OPD tersebut telah meluncurkan program yang dapat memudahkan masyarakat dalan pelayanan yaitu Program SEDUDO. Tujuan: Tujuan penelitian ini adalah untuk menganalisis pelayanan Program SEDUDO dalam pembuatan Akta perkawinan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Nganjuk. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif. Studi kasus pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Nganjuk, yang mengeksplorasi terkait pelayanan pembuatan akta perkawinan melalui Program SEDUDO. Hasil: Berdasarkan hasil penelitian ini menunjukkan: 1) a) Efektivitas belum tercapai, karena masyarakat cenderung melakukan pelayanan secara langsung daripada melalui program tersebut; 2) Efisiensi belum berhasil tercapai, perlu diperbaharui lagi sarana dan prasarana pendukung pelayanan; 3) Ekonomis telah berhasil dicapai, hanya saja perlu ditingkatkan lagi kualitas dan kuantitas pegawai dalam memberikan pelayanan; 4) Keadilan belum berhasil tercapai, karena regulasi terkait pelayanan belum diatur. Peneliti juga memperoleh hasil penelitian terkait faktor penghambat dan peneliti juga mewawancarai informan terkait upaya mengatasi faktor penghambat. Kesimpulan: Pelayanan pembuatan akta perkawinan melalui Program SEDUDO sudah berjalan dengan baik hanya saja masih terdapat faktor penghambat terkait pelayanan khususnya minat masyarakat yang masih kurang dalam penggunaan program ini. Masyarakat cenderung lebih memilih pelayanan secara langsung dengan datang ke kantor Disdukcapil Kabupaten Nganjuk. Peneliti juga melakukan observasi dan wawancara untuk mengetahui upaya Disdukcapil mengatasi faktor penghambat yang ada. Kata Kunci: Pelayanan, Akta Perkawinan, Program SEDUDO
