Abstract
ABSTARCT Problem/Background (GAP): The author focuses on the safe and peaceful life of every community, including avoiding negative influences such as violations of the sale of alcoholic beverages. Regional Regulation Number 12 of 2017 concerning public order and community peace was created to realize these conditions. Purpose: This research aims to determine the control carried out by the Civil Service Police Unit in controlling the sale of alcoholic drinks in Pesisir Barat Regency. Method: This research uses a descriptive qualitative method with an inductive approach. Data collection techniques include interviews, observation and documentation. Results/Findings: The results of this research show that the enforcement carried out by the West Pesisir Satpol PP is running with reference to existing regulations and is not running optimally because there are still violations which can be seen from the data included in the discussion. However, in its implementation there are several obstacles, including in terms of human resources or Satpol PP officers, budget, less specific regulations and a permissive community culture. Some obstacles can be overcome with the solutions implemented. Conclusion: The enforcement carried out by the West Pesisir Satpol PP has not been running optimally. Existing data, including interviews with West Pesisir Satpol PP officers, shows that control is not running optimally. The existing obstacles have not been able to be overcome properly by West Pesisir Satpol PP personnel. Keywords: Controlling, Sales of Alcoholic Drinks ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada kehidupan yang aman dan tenteram dari setiap masyarakat, tidak terkecuali terhindar dari pengaruh negatif seperti pelanggaran penjualan minuman beralkohol. Peraturan Daerah Nomor 12 Tahun 2017 tentang ketertiban umum dan ketentraman masyarakat dibuat untuk mewujudkan kondisi tersebut. Tujuan: Penelitian ini bertujuan untuk mengetahui penertiban yang dilakukan oleh Satuan Polisi Pamong Praja dalam penertiban penjualan minuman beralkohol di Kabupaten Pesisir Barat. Metode: Penelitian ini menggunakan metode Kualitatif Deskriptif dengan pendekatan Induktif. Teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil/Temuan: Hasil penelitian ini menunjukan bahwa penertiban yang dilakukan oleh Satpol PP Pesisir Barat berjalan dengan mengacu pada aturan yang ada dan berjalan belum optimal karena masih terdapat pelanggaran yang dapat dilihat dari data yang dicantumkan pada pembahasan. Tetapi dalam pelaksanaannya terdapat beberapa hambatanantara lain dari sisi sumber daya manusia atau aparat Satpol PP, anggaran,regulasi yang kurang khusus dan budaya masyarakat yang permisif. Beberapa hambatan dapat diatasi dengan solusi yang dilakukan. Kesimpulan: Penertiban yang di lakukan oleh Satpol PP Pesisir Barat belum berjalan dengan optimal . Data yang ada termasuk wawancara pada perangkat Satpol PP Pesisir barat menunjukkan penertiban belum berjalan dengan optimal. Hambatan- hambatan yang ada belum mampu diatasi dengan baik oleh personal Satpol PP Pesisir Barat. Kata Kunci: Penertiban, Penjualan Minuman Beralkohol
