Abstract
ABSTRACT Problem Statement/Background (GAP): This research aims to find out and describe how the competency development of apparatus in the Department of Cooperatives, Small and Medium Enterprises of Muara Enim Regency, determines the factors that hinder development activities and efforts to develop employee competency that need to be carried out by the Department of Cooperatives, Small and Medium Enterprises of Muara Enim Regency. Objective: The aim of this research is to explain how employee competence is developed at the Muara Enim Regency Cooperatives, Small and Medium Enterprises Service, identify factors that hinder development activities, and formulate efforts that need to be made to improve employee competence development. Method: This research is qualitative research with descriptive methods. The data sources used are primary and secondary data. The primary data source is government officials at the Department of Cooperatives, Small and Medium Enterprises of Muara Enim Regency who were interviewed directly by the author, while the secondary data source is supporting documents. Data collection techniques were carried out by interviews, observation and documentation. Data analysis techniques are obtained through data reduction, data presentation and drawing conclusions. This research utilizes a descriptive method with a qualitative approach. Results: The results of the research show that the implementation of apparatus competency development in the Muara Enim Regency Cooperatives, Small and Medium Enterprises Service has not been optimal. Judging from the educational aspect, the Department of Cooperatives, Small and Medium Enterprises in Muara Enim Regency provides opportunities for employees to continue their education. Competency development through training at the Department of Cooperatives, Small and Medium Enterprises of Muara Enim Regency has not been optimal, but for employees who have attended training, there is an influence on employee skills. Competency development through transfers has been implemented where mutations can improve several employee competencies such as discipline, productivity and reduce error rates. Conclusion: There are obstacles that cause the implementation of competency development to not be optimal, such as budget limitations and lack of employee motivation, so efforts need to be made in the form of increasing educational and training opportunities for employees as well as increasing motivation. Keywords: Development, Competency, Apparatus ABSTRAK Pernyataan Masalah/Latar Belakang (GAP): Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan bagaimana Pengembangan kompetensi aparatur di Dinas Koperasi, Usaha Kecil dan Menengah Kabupaten Muara Enim, mengetahui faktor yang menjadi penghambat kegiatan pengembangan serta upaya pengembangan kompetensi pegawai yang perlu dilakukan Dinas Koperasi, Usaha Kecil Dan Menengah Kabupaten Muara Enim. Tujuan: Tujuan penelitian ini adalah untuk menjelaskan bagaimana pengembangan kompetensi pegawai di Dinas Koperasi, Usaha Kecil dan Menengah Kabupaten Muara Enim, mengidentifikasi faktor-faktor yang menghambat kegiatan pengembangan, dan merumuskan upaya yang perlu dilakukan untuk meningkatkan pengembangan kompetensi pegawai. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif. Adapun sumber data yang digunakan yaitu data primer dan sekunder. Sumber data primer yaitu aparatur pemerintah di Dinas Koperasi, Usaha Kecil dan Menengah Kabupaten Muara Enim yang diwawancara secara langsung oleh penulis sedangkan sumber data sekunder yaitu dokumen pendukung. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Teknik analisis data diperoleh melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil: Hasil penelitian menunjukkan bahwa pelaksanaan pengembangan kompetensi aparatur di Dinas Koperasi, Usaha Kecil dan Menengah Kabupaten Muara Enim belum maksimal. Pengembangan kompetensi melalui pelatihan belum optimal, namun bagi pegawai yang telah mengikuti pelatihan, terdapat pengaruh pada keterampilan pegawai. Pengembangan kompetensi melalui mutasi telah dilaksanakan dan dapat meningkatkan beberapa kompetensi pegawai seperti kedisiplinan, produktivitas, dan mengurangi tingkat kesalahan. Kesimpulan: Adapun hambatan yang menjadi penyebab tidak maksimalnya pelaksanaan pengembangan kompetensi seperti keterbatasan anggaran dan kurangnya motivasi pegawai sehingga perlu dilakukan upaya berupa peningkatan kesempatan pendidikan dan pelatihan pegawai serta peningkatan motivasi.
