Abstract
Problem statement/Backgraund (GAP): Purworejo Regency has a high risk index of disasters and a significant number of flood incidents in the last five years. The Purworejo District Disaster Management Agency addresses this issue by empowering communities to mitigate flood disasters. However, the empowerment efforts by the agency have not reached all villages in flood-prone areas. Purpose: This research aims to understand how community empowerment in flood disaster mitigation is conducted in Purworejo Regency, Central Java Province, and identify the inhibiting factors. Method: This research employs a qualitative descriptive method with an inductive approach to develop the theory of community empowerment according to Mardikanto (2010:73), which consists of six dimensions: empowerment as a process of change, learning, capacity building, social change, community development, and community participation. Data collection techniques include interviews, observations, and documentation. Data analysis is conducted through data reduction, data presentation, and conclusion drawing. Result: The six dimensions of community empowerment in flood disaster mitigation, such as the process of change, learning, capacity building, social change, community development, and community participation, have been implemented through socialization, training, emergency response simulation, and the establishment of disaster management institutions. However, there are still some obstacles to the effectiveness of empowerment, such as the lack of priority given to flood management, budget constraints, and low awareness among the community regarding the dangers of floods. Conclusion: The implementation of community empowerment in flood disaster mitigation in Purworejo Regency has been conducted, but it still encounters obstacles that prevent it from being fully optimized.
