Abstract
ABSTRACT Problem Statement/Background (GAP): Abstract Regional financial performance is an achievement of the results of the work on the objectives or plans of the program of activities of the local government with the absorption of the budget over the period of one budget year. Purpose: This study is aimed at analyzing the financial performance of the government of the Ambon Municipality of Maluku Province. Method: This research uses the type of descriptive research and qualitative research methods with data collection techniques namely interviews and documentation. This study uses the theory of the analysis of the financial ratio by Mahmud consisting of the ratio of degrees of decentralization, the regional financial independence ratio, the PAD effectiveness ratio and the spending efficiency ratio. Result: The results of the study describe an analysis of 14% fiscal decentralisation degree ratio which includes less criteria, 15% analysis of regional financial autonomy ratio with very low financial capacity with an instructive relationship pattern, PAD efficacy ratio analysis of 78% with less effective criterion, 91% analysis of expenditure efficiency ratios with less efficient criteria. Conclusion: Based on the results of the analysis of the ratio of financial performance of the government in the City of Ambon categorized as still low and not able to carry out the autonomy of the region with maximum. In order to address such problems, it is possible to intensify and extend local sources of income in accordance with the potential of the region, optimize tax receipt and remuneration, turnover or rotation of staff according to the field and competence of the staff and recruit staff with competence to manage and maximize the use of applications related to financial information systems to help facilitate budget implementation in the City of Ambon as well as local governments can cooperate with financial and academic consultants in order to obtain solutions and perspectives to solve problems in financial performance analysis in Ambon City. Keywords: Analysis, Financial Performance, Financial Ratio Analysis ABSTRAK Permasalahan/Latar Belakang (GAP): Kinerja keuangan daerah merupakan suatu pencapaian dari hasil kerja atas target atau rencana program kegiatan pemerintah daerah dengan penyerapan anggaran selama periode satu tahun anggaran. Tujuan: Penelitian ini betujuan untuk menganalisis kinerja keuangan pemerintah daerah Kota Ambon Provinsi Maluku. Metode: Penelitian ini menggunakan jenis penelitian deskripdif dan metode penelitian kualitatif dengan teknik pengumpulan data yaitu wawancara dan dokumentasi. Penelitian ini menggunakan teori analisis rasio keuangan oleh mahmudi yang terdiri atas rasio derajat desentralisasi, rasio kemandirian keuangan daerah, rasio efektifitas PAD dan rasio efisiensi belanja. Hasil/Temuan: Hasil penelitian ini menggambarkan analisis rasio derajat desentralisasi fiskal sebesar 14% yang termasuk kriteria kurang, analisis rasio kemandirian keuangan daerah sebesar 15% dengan kemampuan keuangan rendah sekali dengan pola hubungan instruktif, analisis rasio efektivitas PAD sebesar 78% dengan kriteria kurang efektif, analisis rasio efisiensi belanja sebesar 91% dengan kriteria kurang efisien. Kesimpulan: Berdasarkan hasil penelitian analisis rasio kinerja keuangan pemerintah di Kota Ambon dikategorikan masih rendah dan belum mampu menjalankan otonomi daerah dengan maksimal. Dilihat pada hasil perhitungan masing-masing indikator kinerja keuangan yang rendah. Untuk mengatasi permasalahan tersebut dapat dilakukan cara intensifikasi dan ekstensifikasi terhadap sumber pendapatan daerah yang sesuai dengan potensi daerah, mengoptimalisasi penerimaan pajak dan retribusi, perputaran atau rotasi pegawai sesuai bidang dan kompetensi yang dimiliki pegawai dan merekrut pegawai yang memiliki kompetensi untuk mengelola dan memaksimalkan penggunaan aplikasi yang berhubungan dengan sistem informasi keuangan agar membantu untuk mempermudah dalam pelaksanaan anggaran di Kota Ambon serta pemerintah daerah bisa melakukan kerjasama dengan konsultan keuangan dan akademis agar bisa mendapatkan solusi maupun perspektif mengatasi permasalahan dalam analisis kinerja keuangan di Kota Ambon.
