Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of controlling logistics assistance for flood victims by the Takalar Regional Disaster Management Agency. Objective: The aim of this research is to determine the success of controlling aid for flood victims in Takalar Regency.. Purpose: This research uses descriptive qualitative methods, analyzing the success of controlling logistics assistance. Data collection techniques were carried out using in-depth interviews, observation and documentation. Method: This research uses descriptive qualitative methods, analyzing the success of controlling logistics assistance. Data collection techniques were carried out using in-depth interviews, observation and documentation. Result: The distribution of disaster logistics assistance by BPBD Takalar Regency is not optimal because there are two dimensions with indicators that are considered poor, namely the Warehousing and Distribution dimensions. Apart from that, some employees still use an over-speed work system, resulting in performance that is not optimal. However, there are six other dimensions that are running well, namely financial condition reports, legal compliance, operational effectiveness and efficiency, planning, procurement and disposal, which are reflected in the achievements and developments in existing indicators. Conclusion: Control of the distribution of logistical aid for flood disaster victims in Takalar Regency has not been running optimally, but the Takalar BPBD has made efforts to overcome problems in aid distribution, namely by periodically monitoring the distribution of logistical aid and improving the arrangement of facilities and infrastructure. ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan pengendalian bantuan logistik korban bencana banjir oleh Badan Penanggulangan Bencana Daerah Takalar. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui keberhasilan pengendalian bantuan korban bencana banjir di Kabupaten Takalar. Metode: Penelitian ini menggunakan metode kualitatif deskriptif, menganalisis keberhasilan pengendalian bantuan logistik. Teknik pengumpulan data dilakukan dengan wawancara mendalam, observasi dan dokumentasi. Hasil/Temuan: Penyaluran bantuan logistik bencana oleh BPBD Kabupaten Takalar belum optimal karena terdapat dua dimensi dengan indikator yang dinilai buruk, yaitu dimensi Pergudangan dan Pendistribusian . Selain itu, sebagian pegawai masih menggunakan sistem kerja over speed, mengakibatkan kinerja tidak maksimal. Meskipun demikian, terdapat enam dimensi lain yang berjalan dengan baik, yakni laporan keadaan keuangan, kepatuhan terhadap hukum, efektifitas dan efisiensi operasi, Perencanaan, Pengadaan, dan Pemusnahan, yang tercermin dari pencapaian dan perkembangan indikator yang ada. Kesimpulan: Pengendalian penyaluran bantuan logistik korban bencana banjir di Kabupaten Takalar belum berjalan optimal namun BPBD Takalar telah melakukan upaya uantuk mengatasi masalah dalam penyaluran bantuan yaitu dengan melakukan pengawasan penyaluran bantuan logistik secara berkala dan meningkatkan penataan sarana serta prasarana.
