Abstract

ABSTRACT Problem Statement: The non-optimal level of IKD activation, which is indicated by the low percentage of IKD activation in Mataram City, namely 4.08%, is influenced by factors of socialization, communication and services carried out by the Mataram City government and understanding of technology among the community. Purpose: to determine and analyze the achievement of IKD activation in Mataram City, obstacles and efforts of Disdukcapil in increasing the achievement of IKD activation. Method: This research uses a qualitative descriptive method with an inductive approach. Analysis of the optimization of IKD achievements according to Mardiasmo's theory. Data collection techniques were carried out by in-depth interviews (15 informants), observation and documentation. Result: The findings obtained by the author in this study are that the achievement of Digital Population Identity (IKD) activation in Mataram City is still relatively low. Other obstacles include the absence of implementation of the use of IKD in the public sector, the development of IKD which has not met the expectations of the digitization process, and the low level of technological capability. Meanwhile, the efforts of the Mataram City Disdukcapil to increase activation include planning ball pick-up services to schools and universities, providing activation information directly to people who come to the office, developing online services through discord, and proposing cooperation with local governments in the context of implementing IKD in the public sector. Conclusion: The conclusion of this study is that in general, the achievement of IKD activation in Mataram city is still not optimal, which is indicated by not achieving the national target, but the competence of human resources or apparatus of the Population and Civil Registration Office of Mataram City is good, which is indicated by the existence of innovative online services to support increased activation. Keywords: IKD Activation, Optimization ABSTRAK Permasalahan: Belum optimalnya tingkat aktivasi IKD yang ditunjukkan dengan rendahnya persentase aktivasi IKD di Kota Mataram yakni 4,08% dipengaruhi oleh faktor sosialisasi, komunikasi dan pelayanan yang dilaksanakan oleh pemerintah Kota Mataram serta pemahaman teknologi di kalangan masyarakat.. Tujuan: untuk mengetahui dan menganalisis capaian aktivasi IKD di Kota Mataram, hambatan dan upaya Disdukcapil dalam peningkatan capaian aktivasi IKD Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Analisis terhadap optimalisasi capaian IKD menurut Teori Mardiasmo. Teknik pengumpulan data dilakukan dengan, wawancara mendalam (15 informan), observasi dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu Capaian aktivasi Identitas Kependudukan Digital (IKD) di Kota Mataram masih tergolong rendah. Adapun hambatan lainnya yaitu belum adanya implementasi penggunaan IKD pada sektor publik, perkembangan IKD yang belum sesuai harapan dari proses digitalisasi, serta tingkat kemampuan teknologi yang rendah. Sedangkan upaya Disdukcapil Kota Mataram untuk meningkatkan aktivasi diantaranya merencanakan pelayanan jemput bola ke sekolah dan perguruan tinggi, pemberian informasi aktivasi langsung kepada masyarakat yang datang ke kantor, mengembangkan pelayanan online melalui discord,serta pengajuan kerjasama dengan Pemda dalam rangka implementasi IKD pada sektor publik. Kesimpulan: Kesimpulan dari penelitian ini secara umum capaian aktivasi IKD di kota Mataram masih belum optimal yang ditunjukkan dengan belum tercapainya target nasional, namun dalam kompetensi sumber daya manusia atau aparatur Dinas Kependudukan dan Pencatatan Sipil Kota Mataram sudah baik yang ditunjukkan dengan adanya inovasi pelayanan online untuk menunjang peningkatan aktivasi.
