Abstract
ABSTRACT Problem Statement/Background (GAP): This research is entitled PERFORMANCE OF THE ENVIRONMENTAL AND HYGIENE DEPARTMENT IN WASTE MANAGEMENT THROUGH THE PROVISION OF TPS3R IN DENPASAR CITY, where the TPS3R program established by the Denpasar City Government under the auspices of the Environmental and Cleanliness Service has been running according to its main tasks and functions, however In reality, there is still a lot of waste that has not been properly sorted and managed, in fact there are still many villages in Denpasar City that have not been able to manage their waste independently, resulting in a buildup of waste which causes the Suwung TPA to experience an overload in collecting waste. Purpose: The aim of this research is to describe what factors are inhibiting and supporting factors, as well as the efforts made to overcome these inhibiting factors. The theoretical basis that researchers use in this research is Mahsun's organizational performance theory. The three dimensions in this theory include organizational dimensions, performance dimensions, and performance evaluation dimensions. Methods: The research design used in this research is qualitative research using descriptive methods. Data collection techniques use three methods, namely, interviews, observation, and documentation. The data that has been collected is analyzed starting from data reduction, data presentation, and drawing conclusions. This research was carried out in Denpasar City. Results: From the results of this research, it is clear that the performance of the Department of Environment and Hygiene in waste management through the provision of TPS3R has gone well, marked by the fulfillment of three dimensions based on Mahsun's theory, namely organizational dimensions, performance dimensions and performance evaluation dimensions. This is marked by the activities carried out by the Denpasar City Government through the Denpasar City Environment and Hygiene Service, in the form of guidance, providing education and outreach, as well as assistance to the community and to TPS3R managers regarding environmental preservation by managing source-based waste. There are several obstacles to waste management through the provision of TPS3R, namely attitudes, mindsets and public awareness in several areas that are still lacking in waste processing. Several villages were late in establishing customary rules in Denpasar City. Limited number of experts and equipment technicians in each TPS3R. Conclusion: The TPS3R program has been running well, but there are obstacles, therefore, researchers provide suggestions to increase the number of TPS3R, always be proactive in educating the public, continue to build good relationships with vendors, and continue to pay attention to the condition of management facilities and infrastructure rubbish. Keywords: Waste Management, TPS3R, Organization Performance ABSTRAK Permasalahan/GAP: Penelitian ini berjudul KINERJA DINAS LINGKUNGAN HIDUP DAN KEBERSIHAN DALAM PENGELOLAAN SAMPAH MELALUI PENYEDIAAN TPS3R DI KOTA DENPASAR, dimana program TPS3R yang didirikan oleh Pemerintah Kota Denpasar di bawah naungan Dinas Lingkungan Hidup dan Kebersihan sudah berjalan sesuai tugas pokok dan fungsinya, walaupun demikian dalam kenyataannya masih banyak sampah yang belum terpilah dan terkelola dengan baik, bahkan masih banyak desa-desa di Kota Denpasar yang belum dapat mengelola sampahnya secara mandiri sehingga terjadi penumpukan sampah yang menyebabkan TPA Suwung mengalami overload dalam menampung sampah. Tujuan: Tujuan dari penelitian ini adalah untuk menguraikan faktor-faktor apa saja yang menjadi penghambat dan pendukung, serta upaya-upaya yang dilakukan dalam mengatasi faktor-faktor penghambat tersebut. Landasan teori yang peneliti gunakan dalam penelitian ini adalah teori kinerja organisasi Mahsun. Tiga dimensi dalam teori ini meliputi dimensi organisasi, dimensi kinerja, dan dimensi evaluasi kinerja. Metode: Desain penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif. Teknik pengumpulan data menggunakan tiga cara yaitu, wawancara, observasi, dan dokumentasi. Data-data yang telah terkumpul dianalisis mulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini dilaksanakan di Kota Denpasar. Hasil/Temuan: Dari hasil penelitian ini, adalah kinerja Dinas Lingkungan Hidup dan Kebersihan dalam pengelolaan sampah melalui penyediaan TPS3R sudah berjalan dengan baik ditandai terpenuhinya terpenuhinya tiga dimensi berdasarkan teori Mahsun yaitu dimensi organisasi, dimensi kinerja, dan dimensi evaluasi kinerja. Hal ini ditandai dengan adanya kegiatan-kegiatan yang dilakukan oleh Pemerintah Kota Denpasar melalui Dinas Lingkungan Hidup dan Kebersihan Kota Denpasar.berupa pembinaan, pemberian edukasi dan sosialisasi, serta pendampingan kepada masyarakat dan kepada pengelola TPS3R terkait pelestarian lingkungan dengan mengelola sampah berbasis sumber. Terdapat beberapa penghambat dalam pengelolaan sampah melalui penyediaan TPS3R yaitu sikap, pola pikir, dan kesadaran masyarakat di beberapa wilayah yang masih kurang terkait pengolahan sampah. Beberapa desa terlambat dalam pembentukan aturan adat di Kota Denpasar. Keterbatasan jumlah tenaga ahli dan teknisi alat di masing-masing TPS3R. Kesimpulan: Program TPS3R ini sudah berjalan dengan baik, namun terdapat hambatan-hambatan oleh karena itu, peneliti memberikan saran agar menambah jumlah TPS3R, selalu proaktif mengedukasi masyarakat, tetap membangun relasi yang baik kepada para vendor, serta terus memperhatikan kondisi sarana dan prasarana pengelolaan sampah.
