Abstract
ABSTRACT Problems: The enforcement of Regional Regulation No. 2 of 2006 concerning the Prohibition of Alcoholic Beverages in Puncak Jaya Regency by Satpol-PP is not effective, because there are several obstacles such as a lack of facilities and infrastructure at the Satpol-PP office, the level of discipline of Satpol PP members who are still lacking in discipline, and also the people who are not yet aware of the enactment of these regional regulations which has resulted in the community still continuing to circulate and consume alcoholic beverages. In this case, Satpol PP members at the Satpol-PP office have an important role in enforcing the Regional Regulation regarding the prohibition of alcoholic beverages with the aim of controlling the distribution and use of alcoholic beverages themselves in Puncak Jaya Regency. Purpose: this research wants to find out how the performance of members of the Civil Service Police Unit (Satpol-PP) in enforcing the Regional Regulations concerning the Prohibition of Alcoholic Beverages for the ineffective implementation of Enforcement of Regional Regulations concerning the Prohibition of Alcoholic Beverages in Puncak Jaya Regency, Papua Province. Method: The implementation of this research uses a type of Qualitative Research Method with an inductive approach. Namely conducting interviews with informants and conducting documentation and direct observation of the community. Result: The results of this study indicate that the enforcement of local regulations regarding the Prohibition of Alcoholic Beverages by the Satpol-PP of Puncak Jaya Regency has not been effective to date. With explanations that can be explained based on the Steers concept (2015:20) which is described in 4 dimensions. With the situation on the ground because there is still a lack of availability of infrastructure, discipline, and lack of awareness of the local community itself, Satpol PP members have made various efforts such as conducting samapta to improve Satpol-PP performance and discipline, conducting raids, as well as conducting outreach to the local community. Conclusion: The effectiveness of Satpol PP members in enforcing regional regulations on the Prohibition of Alcoholic Beverages in Puncak Jaya Regency can be said to be ineffective. ABSTRAK Permasalahan: Penegakan Peraturan Daerah Nomor 2 Tahun 2006 Tentang Larangan Minuman Beralkohol di Kabupaten Puncak Jaya oleh Satpol-PP yang tidak efektif, dikarenakan terdapat beberapa hambatan seperti kekurangan sarana dan prasarana di kantor Satpol-PP, Tingkat kedisiplinan anggota Satpol PP yang masih kurang disiplin, dan juga masyarakat yang belum menyadari keberlakuan peraturan daerah tersebut yang mengakibatkan masyarakat masih terus melakukan peredaran dan mengonsumsi minuman beralkohol. Dalam hal ini anggota Satpol PP di kantor Satpol-PP memiliki peran penting dalam penegakan Peraturan Daerah tersebut tentang larangan minuman beralkohol dengan tujuan menertibkan peredaran dan penggunaan minuman beralkohol itu sendiri di Kabupaten Puncak Jaya. Tujuan: penelitian ini ingin mengetahui bagaimana kinerja Anggota Satuan Polisi Pamong Praja (Satpol-PP) dalam penegakan Peraturan Daerah Tentang Larangan Minuman Beralkohol atas belum efektifnya pelaksanaan Penegakan Peraturan Daerah Tentang Larangan Minuman Beralkohol di Kabupaten Puncak Jaya Provinsi Papua. Metode: Pelaksanaan penelitian ini menggunakan jenis Metode Penelitian Kualitatif dengan pendekatan induktif. Yaitu melakukan wawancara terhadap informan dan melakukan dokumentasi serta melakukan observasi langsung ke masyarakat. Hasil Temuan: Hasil dari penelitian ini menunjukkan pelaksanaan Penegakan Peraturan Daerah Tentang Larangan Minuman Beralkohol oleh Satpol-PP Kabupaten Puncak Jaya belum efektif hingga saat ini. Dengan penjelasan yang dapat dijelaskan berdasarkan konsep Steers (2015:20) yang diuraikan dalam 4 dimensi. Dengan keadaan di lapangan sebab Masih kurangnya ketersediaan Sarana Prasarana, Kedisiplinan, maupun Kurangnya Kesadaran masyarakat setempat itu sendiri kemudian para anggota Satpol PP telah melakukan berbagai upaya seperti melakukan samapta guna meningkatkan kinerja dan disiplin Satpol-PP, melakukan Razia, maupun melakukan sosialisasi terhadap masyarakat setempat. Kesimpulan: Tingkat Keefektifitan anggota Satpol PP dalam pelaksanaan Penegakan Peraturan Daerah Tentang Larangan Minuman Beralkohol di Kabupaten Puncak Jaya dapat dikatakan belum efektif. Kata Kunci: Efektivitas, Satuan Polisi Pamong Praja Satpol-PP, Penegakan Peraturan Daerah Larangan Minuman Beralkohol.
