Abstract

ABSTRACT Problem/Background (GAP): Liquor has become one of the problems that is quite difficult to solve until now, especially in Papua Province, Yapen Islands Regency. Born from this anxiety, the author took the title of his thesis on "Effectiveness of enforcing retribution for permits for the sale of alcoholic beverages by civil service police units in the Yapen Islands district" with the method: research that is used normatively, juridically and sociologically. The data collection is in the form of interviews divided into several types, namely: Primary and Secondary. Outcome/Purpose: from this writing is to complete the final project of education at the Institute of Domestic Administration. Conclusion: According to the research results of the author who went straight to the field to observe the situation and condition of the performance of the Civil Service Police Unit (SATPOL PP) in Yapen Islands Regency in carrying out their duties as enforcers of regional regulations, various obstacles were found, both internal and external factors. Therefore, the current implementation of SATPOL PP tasks in Yapen Islands Regency cannot be said to be effective.Keywords: Perda Alcohol, effectivieness Keywords: Perda Alcohol, Effectiveness ABSTRAK Permasalahan/Latar Belakang (GAP): Minuman keras menjadi salah satu masalah yang cukup sulit dipecahkan permasalahannya hingga saat ini, khususnya di Provinsi Papua Kabupaten Kepulauan Yapen. Lahir dari keresahan tersebut penulis mengambil judul skripsi tentang "Efektivitas pelaksanaan penegakan retribusi izin penjualan minuman beralkohol oleh satuan polisi pamong praja di kabupaten Kepulauan Yapen" dengan Metode : penelitian yang digunakan secara normative, yuridis dan sosiologis. Pengumpulan datanya berupa wawancara dengan terbagi menjadi beberapa jenis, yaitu: Primer dan Sekunder. Hasil/Tujuan : dari penulisan ini ialah untuk menyelesaikan tugas akhir pendidikan di Institut Pemerintahan Dalam Negeri. Kesimpulan : Menurut hasil penelitian penulis yang langsung turun ke lapangan untuk melihat situasi dan kondisi kinerja Satuan Polisi Pamong Praja (SATPOL PP) di Kabupaten Kepulauan Yapen dalam menjalankan tugas sebagai penegak Peraturan Daerah, masih ditemukan berbagai kendala baik dari faktor internal maupun eksternal. Oleh karena itu, pelaksanaan tugas SATPOL PP di Kabupaten Kepulauan Yapen saat ini masih belum dapat dikatakan efektif. Kata kunci: Perda Miras, Efektivitas
