Abstract
ABSTRACT Problems/backgrounds (GAP): Service quality is the main key for all agencies in achieving organizational goals and ensuring the continuity of the organization. Public services need to pay attention to customer needs, customer needs can be fulfilled if the service can provide good service. Service to the community is often tinged with various irregularities committed by elements of the government. As a service, the government is considered to often ignore procedural functional guidelines for the implementation of services. Objectives: To identify and analyze the role of the Camat in the efforts made to improve services, especially in the field of making E-KTP in Gandus District, Palembang City, South Sumatra Province and to describe the inhibiting factors in the service of making E-KTP in Gandus District, Palembang City, South Sumatra Province. Results: This study discusses the role of the sub-district head in e-KTP services in Gandus District, Palembang City, South Sumatra Province in terms of the role theory put forward by Thomas and Biddle. In conducting the analysis, the researcher uses the analysis proposed by Thomas and Biddle which consists of 4 dimensions, namely expectations, norms, forms of behavior, as well as assessments and sanctions which are then linked to the role of the Camat in e-KTP services. Conclusion: The role of the Sub-District Head in providing E-KTP services in Gandus District, Palembang City, South Sumatra Province has been implemented well, but in practice there are still several obstacles such as the lack of responsiveness of Gandus District employees in providing community ID cards which are still being held up. The role carried out by the sub-district head cannot be said to be fully successful due to the many obstacles found in the field, so that the role carried out by the sub-district head cannot be optimally carried out in accordance with the PATEN target of Gandus District as the authority delegated by the mayor to the sub-district of South Sumatra Province. Suggestion: Improving the quality of human resources by providing training for sub-district officials and providing incentives in the form of rewards for sub-district officials who have good performance in the form of proposing exemplary employees to the local government or direct rewards from the sub-district. ABSTRAK Permasalahan/Latar belakang (GAP) : Kualitas pelayanan merupakan kunci utama bagi seluruh instansi dalam mencapai tujuan organisasi serta menjamin kelangsungan organisasi tersebut. Pelayanan publik perlu memperhatikan kebutuhan pelanggan, kebutuhan pelanggan dapat terpenuhi jika pelayanan dapat memberikan pelayanan yang baik. Pelayanan kepada masyarakat tidak jarang diwarnai dengan berbagai penyimpangan yang dilakukan oleh unsur pemerintah. Sebagai pelayanan, pemerintah dianggap sering mengabaikan pedoman fungsional prosedural untuk pelaksanaan pelayanan. Tujuan : Untuk mengetahui dan menganalisis peran Camat dalam upaya yang dilakukan untuk meningkatan pelayanan khususnya di bidang pembuatan E-KTP di Kecamatan Gandus Kota Palembang Provinsi Sumatera Selatan serta mendeskripsikan faktor penghambat dalam pelayanan pembuatan E-KTP di Kecamatan Gandus Kota Palembang Provinsi Sumatera Selatan. Hasil : Penelitian ini membahas tentang Peran Camat Dalam Pelayanan E-KTP Di Kecamatan Gandus Kota Palembang Provinsi Sumatera Selatan ditinjau melalui teori peran yang dikemukakan oleh Thomas dan Biddle. Dalam melakukan analisis, peneliti menggunaakan analisis yang dikemukakan oleh Thomas dan Biddle yang terdiri dari 4 dimensi yaitu harapan, norma, wujud perilaku, serta penilaian dan sanksi yang kemudian dikaitkan dengan peran Camat dalam pelayanan E-KTP. Kesimpulan : Peran Camat dalam pelayanan E-KTP di Kecamatan Gandus Kota Palembang Provinsi Sumatera Selatan terlaksana dengan baik namun dalam pelaksanaannya masih terdapat beberapa kendala seperti kurang responsifnya para pegawai Kecamatan Gandus dalam memberikan KTP masyarakat yang masih tertahan. Peran yang dilakukan Camat ini juga belum dapat dikatakan berhasil sepenuhnya dikarenakan banyaknya hambatan yang ditemukan di lapangan, sehingga dalam peran yang dilaksanakan oleh Camat ini belum dapat maksimal dilaksanakan sesuai dengan target PATEN Kecamatan Gandus sebagai kewenangan yang dilimpahkan Walikota kepada Kecamatan Provinsi sumatera selatan. Saran : Peningkatan kualitas sumber daya manusia dengan cara memberikan pelatihan bagi aparatur kecamatan dan memberikan insentif berupa reward bagi aparatur kecamatan yang memiliki kinerja baik berupa pengusulan pegawai teladan kepada pemerintah daerah maupun reward langsung dari kecamatan.
