Abstract

Tercapainya suatu kinerja Aparatur Sipil Negara (ASN) yang baik ialah perihal utama dan sangat diperhatikan dari reformasi sektor publik. Namun yang dikhawatirkan ketika ASN menjumpai perubahan yang terjadi terhadap lingkungan kerjanya bisa berdampak terhadap kinerja pegawai tersebut. Kinerja pegawai di Badan Pengembangan Sumber Daya Manusia Provinsi Sumatera Utara dalam pelaksanaan Diklat Prajabatan CPNS mengalami perubahan yang signifikan. Berdasarkan uraian tersebut peneliti tertarik untuk mengambil judul Skripsi “Kinerja Pegawai Dalam Pelaksanaan Diklat Prajabatan CPNS di Badan Pengembangan Sumber Daya Manusia Provinsi Sumatera Utara”. Penelitian ini bertujuan untuk mendeskripsikan kinerja pegawai dalam melaksanakan diklat prajabatan CPNS, mengidentifikasikan faktor-faktor penghambat kinerja pegawai, dan mengetahui upaya untuk meningkatkan kinerja pegawai dalam pelaksanaan diklat prajabatan CPNS di Badan Pengembangan Sumber Daya Manusia Provinsi SumateraUtara.Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data adalah observasi, wawancara dan dokumentasi. Dalam penelitian ini peneliti menggunakan Teori Amstrong dan Baron dalam Wibowo (2016) tentang kinerja dengan Dimensi Faktor Pribadi, Faktor Kepemimpinan, Faktor Tim, Faktor Sistem, dan Kontekstual/Situasional.Hasil penelitian menunjukkan bahwa kinerja pegawai di Badan Pengembangan Sumber Daya Manusia Provinsi Sumatera Utara sudah cukup baik dilihat dari hasil capaian kinerja pegawai. Tetapi masih ada faktor penghambat dalam kinerja pegawai dalam pelaksanaan program diklat prajabatan CPNS di Badan Pengembangan Sumber Daya Manusia Provinsi Sumatera Utara yaitu Keterbatasan jumlah sumber daya aparatur, fasilitas yang kurang memadai, dan pegawai yang belum siap menghadapi perubahan lingkungan. Adapun upaya untuk mengatasi faktor penghambat tersebut melalui pengembangan sumber daya aparatur, dan usaha memperbaiki sarana dan prasarana. The performance of employees at the Human Resources Development Agency of North Sumatra Province in the implementation of CPNS Pre-service Training underwent significant changes. Based on this description, the researcher is interested in taking the thesis title "Employee Performance in the Implementation of CPNS Pre-Occupational Training at the Human Resource Development Board of North Sumatra Province". This study aims to describe employee performance in carrying out CPNS pre-service training, identify factors inhibiting employee performance, and identify efforts to improve employee performance in implementing CPNS pre-service training at the Human Resources Development Board of North Sumatra Province.The research method used in this research is qualitative research with descriptive methods and inductive approaches. Data collection techniques are observation, interviews and documentation. In this study, researchers used Armstrong and Baron's theory in Wibowo (2016) regarding performance with the dimensions of Personal Factors, Leadership Factors, Team Factors, System Factors, and Contextual/Situational.The results of the study show that the performance of employees at the Human Resource Development Board of North Sumatra Province is quite good in terms of the results of employee performance achievements. However, there are still inhibiting factors in employee performance in implementing the CPNS pre-service training program at the Human Resources Development Agency for North Sumatra Province, namely the limited number of apparatus resources, inadequate facilities, and employees who are not ready to face environmental changes. As for efforts to overcome these inhibiting factors through the development of personnel resources, and efforts to improve facilities and infrastructure.
