Abstract

ABSTRAK “EVALUASI PENEMPATAN APARATUS SIPIL NEGARA DI SEKRETARIAT DAERAH KABUPATEN SUMEDANG” Oleh : Syarif Hidayat 30.0593 Kabupaten Sumedang sebagai daerah otonom memiliki kewajiban dekonsentrasi sesuai dengan yang diamanatkan oleh UU dengan tujuan dapat meningkatkan kesejahteraan masyarakat dan pelayanan umum. Untuk memaksimalkan pelayanan umum pemerintah daerah memiliki wewenang untuk mengelola dan memaksimalkan sumber daya manusia yang ada di dalam pemerintahan. Tujuan penelitian untuk mengetahui dan menganalisis evaluasi penempatan Aparatur Sipil Negara (ASN) di lingkungan Sekretariat Daerah Kabupaten Sumedang. Metode penelitian yang digunakan oleh peneliti adalah metode pendekatan kualitatif dengan informan dalam penelitian ini adalah 12 informan dengan teknik pemilihan informan yakni Purposive Sampling. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Teknis analisis data dimulai dari reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian Evaluasi Penempatan Aparatur Sipil Negara di Sekretariat Daerah Kabupaten Sumedang sudah berjalan dengan cukup baik berdasarkan dimensi Efektivitas, Efisiensi, Kecukupan, Perataan, Responsivitas dan Ketepatan, Hambatan dalam Evaluasi Penempatan Aparatur Sipil Negara di Sekretariat Daerah Kabupaten Sumedang antara lain Kurangnya Sumber Daya Aparatur, Penempataan ASN bukan Sepenuhnya wewenang Pemerintah Kabupaten Sumedang, Ketidak sesuaian antara jabatan dan kedudukan, adapun upaya yang perlu di lakukan antara lain melaksanakan perekrutan Aparatur Sipil Negara dengan menyesuaikan kebutuhan sesuai dengan kualifikasi dan kompetensi jabatannya, Menjalin koordinasi dengan baik dalam menentukan usulan Penempatan Aparatur Sipil Negara kepada Pemerintah Daerah Kabupaten Sumedang. The purpose of the study was to determine and analyze the evaluation of the placement of the State Civil Apparatus (ASN) within the Regional Secretariat of Sumedang Regency. The research method used by the researcher is a qualitative approach method with informants in this study are 12 informants with informant selection techniques, namely Purposive Sampling. The data collection techniques used were interviews and documentation. Technical data analysis starts from data reduction, data presentation, and conclusions. Based on the results of the study, the evaluation of the Placement of State Civil Apparatus in the Regional Secretariat of Sumedang Regency has run quite well based on the dimensions of Effectiveness, Efficiency, Adequacy, Flattening, Responsiveness and Accuracy, Obstacles in the Evaluation of the Placement of State Civil Apparatus in the Regional Secretariat of Sumedang Regency include Lack of Apparatus Resources, Placement of Civil Servants is not entirely the authority of the Sumedang Regency Government, Discrepancy between position and position, The efforts that need to be made include carrying out the recruitment of State Civil Apparatus by adjusting the needs in accordance with the qualifications and competencies of their positions, Establishing good coordination in determining the proposal for the Placement of State Civil Apparatus to the Regional Government of Sumedang Regency.
