Abstract
ABSTRAK Problem/Background (GAP): The performance of the national and political unitary bodies in improving political education for the people of Tanjung Pinang City is still very far from good, political education is very important and cannot be considered as something to be taken aside. Purpose: To find out what efforts and factors are inhibiting the implementation of increasing political education in the city of Tanjung Pinang. Method: qualitative approach with descriptive research method. The theory that researchers use in this paper uses the performance theory put forward by Agus Dwiyanto with indicators of productivity, service quality, responsiveness, responsibility and accountability. Results and Findings: the performance of the National Unity and Politics Agency of Tanjung Pinang City is still not optimal, this can be seen from: the productivity of the apparatus productivity level is still not working effectively and efficiently, the quality of service to the community has been carried out properly, the responsiveness of the Kesbangpol performance itself has not been able to recognizing the needs of the local community, the accountability of the national unity agency and politics is good by implementing activity reports in accordance with the policies set by the leadership in terms of responsibility by the national unity agency and politics is still not good, this is because there are still many programs that have not been implemented properly The supporting factors are very high work motivation, the work environment in the national unitary body and politics among employees interact well with each other. The inhibiting factors are the lack of apparatus work facilities, the lack of expertise or abilities of the apparatus, the lack of community participation. efforts made by the performance of national and political unitary bodies to deal with existing obstacles, namely: internal efforts are to increase work facilities, provide training and education for apparatus external efforts are to invite the public to support programs, provide outreach programs, especially political education. Conclusion: the Kesbangpol apparatus itself is still not optimal because it has not been able to meet the needs of the community and the apparatus is still not working effectively and efficiently because of the lack of expertise and abilities possessed by the apparatus and the lack of public participation in awareness of the importance of politics and considering politics is something that is not important for them in this modern age. Keywords: Political Education, Society, Performance, Effective and Efficient 2 ABSTRAK Permasalahan/Latar Belakang(GAP): Kinerja badan kesatuan bangsa dan politik dalam meningkatkan pendidikan politik bagi masyarakat di kota tanjung pinang masih sangat jauh dari kata baik, pendidikan politik itu sangat penting dan tidak bisa di anggap sebagai suatu hal yang di kesampingan. Tujuan : Untuk mengetahui upaya dan faktor apa saja yang penghambat dalam melaksanakan peningkatan pendidikan politik di kota Tanjung Pinang. Metode: pendekatan kualitatif deangan metode penelitian deskriptif. Teori yang peneliti gunakan dalam penulisan ini mengunakan teori kinerja yang dikemukakan oleh Agus Dwiyanto dengan indikator produktifitas,kualitas layanan,responvisitas, responbilitas dan akuntabilitas. Hasil dan Temuan : kinerja Badan Kesatuan Bangsa Dan Politik Kota Tanjung Pinang masih belum optimal hal ini tampak dari : produktivitas dari tingkat produktivitas aparatur masih belum bekerja dengan efektif dan efesien, kualitas pelayanan kepada masyarakat sudah dijalankan dengan baik, responsivitas sendiri dari kinerja kesbangpol belum mampu mengenali kebutuhan masyarakat setempat, akuntabilitas badan kesatuan bangsa dan politik sudah baik dengan menerapkan laporan kegiatan sesuai dengan kebijakan yang telah ditetapkan oleh pimpinan segi responbilitas oleh badan kesatuan bangsa dan politik masih kurang baik, hal ini karena dari program masih banyak program yang belum terlaksana dengan baik .Faktor pendukung adalah motivasi kerja yang sangat tinggi, lingkungan kerja yang ada di badan kesatuan bangsa dan politik antar sesama pegawai nya saling berinteraksi dengan baik. Faktor penghambat adalah kurangnya fasilitas kerja aparatur, kurangnya keahlian atau kemampuan yang dimiliki aparatur ,kurangnya partisipasi masyarakat . upaya yang dilakukan oleh kinerja badan kesatuan bangsa dan politik untuk menghadapi hambatan yang ada yaitu : upaya internal adalah menambah fasilitas kerja, memberikan pelatihan dan pendidikan bagi aparatur upaya eksternal adalah mengajak masyarakat untuk mendukung program, memberikan program sosialisasi khususnya pendidikan politik. Kesimpulan : aparatur badan kesbangpol sendiri masih belum optimal karna belum mampu memenuhi kebutuhan masyarakat dan aparatur masih belum bekerja secara efektif dan efisien karna kurang nya keahlian dan kemampuan yang dimiliki aparatur serta kurang nya partisipasi masyarakat akan kesadaran penting nya politik dan menggangap politik adalah hal yang tidak penting bagi mereka di zaman yang modern ini.
