Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the large number of cases of alcoholic beverage distribution in Belitung Regency, Bangka Belitung Province. Purpose: The purpose of this study is to analyze the supervision of the circulation of alcoholic beverages by Satpol PP in Belitung Regency, explain the inhibiting factors and describe the efforts made by Satpol PP Belitung Regency. Method: The research method used is descriptive qualitative research and with data collection techniques using interviews, observation, and documentation. Result: From the research conducted by the author, the results obtained are that the supervision of the circulation of alcoholic beverages by Satpol PP in Belitung Regency has not reached an optimal level, with several influencing factors such as limited human resources, lack of cooperation between agencies, and public awareness that still needs to be improved. Therefore, it is recommended that the local government increase the allocation of adequate human and financial resources for Satpol PP, as well as strengthen cooperation between related agencies. In addition, there is a need for more intensive socialization to the public on the dangers of alcohol abuse and the importance of compliance with existing regulations. The implementation of these suggestions is expected to improve the effectiveness of monitoring the circulation of alcoholic beverages, protect public health, prevent social disturbances, and create a safe and healthy environment for all the people of Belitung Regency. Conclusion: Satpol PP in establishing its supervision standards has been carried out well as seen from the determination of benchmarks and restrictions in the implementation of activities that have been compiled, designed and implemented according to activity procedures in order to achieve the desired goals and objectives, but there are still obstacles in coordination with stakeholders, namely from the police in handling the implementation of supervision. Keywords: Alcoholic Beverages, Supervision, Satpol PP ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan tentang banyaknya kasus peredaran minuman beralkohol di Kabupaten Belitung, Provinsi Bangka Belitung. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis pengawasan peredaran minuman beralkohol oleh Satpol PP di Kabupaten Belitung, menjelaskan faktor penghambat serta mendeskripsikan upaya yang dilakukan Satpol PP Kabupaten Belitung. Metode: Metode penelitian yang digunakan adalah penelitian kualitatif deskriptif dan dengan teknik pengumpulan data menggunakan wawancara,, observasi, dan dokumentasi. Hasil/Temuan: Dari penelitian yang dilakukan oleh penulis, hasil yang diperoleh adalah pengawasan peredaran minuman beralkohol oleh Satpol PP di Kabupaten Belitung belum mencapai tingkat optimal, dengan beberapa faktor yang mempengaruhi seperti keterbatasan sumber daya manusia, kurangnya kerjasama antarinstansi, dan kesadaran masyarakat yang masih perlu ditingkatkan. Oleh karena itu, disarankan agar pemerintah daerah meningkatkan alokasi sumber daya manusia dan keuangan yang memadai untuk Satpol PP, serta memperkuat kerjasama antarinstansi terkait. Selain itu, perlu dilakukan sosialisasi yang lebih intensif kepada masyarakat mengenai bahaya penyalahgunaan minuman beralkohol dan pentingnya kepatuhan terhadap regulasi yang ada. Implementasi saran-saran ini diharapkan dapat meningkatkan efektivitas pengawasan peredaran minuman beralkohol, melindungi kesehatan masyarakat, mencegah gangguan sosial, dan menciptakan lingkungan yang aman serta sehat bagi seluruh masyarakat Kabupaten Belitung. Kesimpulan: Satpol PP dalam menetapkan standar pengawasannya sudah dilakukan dengan baik dilihat dari penetapan tolak ukur dan pembatasan dalam pelaksanaan kegiatan sudah disusun, dirancang dan dilaksanakan sesuai prosedur kegiatan guna mencapai tujuan dan sasaran yang diinginkan, namun masih terdapat kendala dalam koordinasi kepada stakeholder yaitu dari pihak kepolisian dalam penanganan pelaksanaan pengawasan.
